INTRODUCTION <br /> <br />Snohomish County has appropriated funds from its portion of Coronavirus Local <br />Fiscal Recovery Funds pursuant to the American Rescue Plan Act (ARPA), PL <br />117-2, section 9901, codified at 42 U.S.C. Section 802 et seq. to be utilized in the <br />following activities in response to the Coronavirus (COVID-19) pandemic: <br /> <br />A. To respond to the public health emergency or its negative economic impacts, <br />including assistance to households, small businesses, and nonprofits, or aid to <br />impacted industries such as tourism, travel, and hospitality; and <br /> <br />B. For the provision of government services to the extent of the reduction in <br />revenue due to the COVID-19 public health emergency relative to revenues <br />collected in the most recent full fiscal year prior to the emergency. <br /> <br />II. TERMS AND CONDITIONS <br /> <br />This American Rescue Plan Act (APRA), PL 117-2, Section 9901, Coronavirus <br />State and Local Fiscal Recovery Fund Agreement (hereinafter the “Contract”) is <br />made by and between the County and Agency, a corporation incorporated under <br />the laws of the State of Washington. The Project is allowable under the following <br />statutory eligible use: to respond to the COVID-19 public health emergency or its <br />negative economic impacts, including assistance to households, small businesses, <br />and nonprofits, or to aid impacted industries such as tourism, travel, and <br />hospitality. As such, the Project is subject to a number of conditions as outlined in <br />the statute, the Interim Final Rule promulgated on May 13, 2021, 31 CFR Part 35, <br />Coronavirus State and Local Fiscal Recovery Funds Frequently Asked Questions <br />promulgated by the U.S. Department of the Treasury as amended, and <br />Compliance and Reporting Guidance – State and Local Fiscal Recovery Funds as <br />promulgated by the U.S. Department of the Treasury as amended. The Agency is also <br />subject to compliance with regulatory requirements under the Uniform Guidance <br />at 2 CFR Part 200. In compliance with the terms of the Contract, the Agency shall <br />perform the tasks and services and carry out the Project as described in Statement <br />of Work, Exhibit B. <br /> <br />
