The Agency agrees to undertake the Contract funded project (“Project”) <br />more fully described in the Statement of Work (hereinafter Exhibit B). <br />Contract funding is to address necessary expenditures to respond to the <br />public health emergency or its negative economic impacts due to the <br />(COVID-19) pandemic. <br /> <br />b. Such expenditures must be incurred during the period identified on the <br />Contract Face Page. <br /> <br />10. Agency shall comply with the U.S. Department of the Treasury Coronavirus <br />State and Local Fiscal Recovery Funds Guidance and Frequently Asked <br />Questions as amended. Additional information is available on the U.S <br />Department of the Treasury website: Coronavirus State and Local Fiscal <br />Recovery Funds | U.S. Department of the Treasury. <br /> <br />11. The Agency shall ensure compliance with all relevant sections of the <br />Revised Code of Washington (RCW) and Washington Administrative Code <br />(WAC) and that RCW and WAC requirements will be followed and adjusted <br />as the RCW and WAC requirements are amended, revised, eliminated, or <br />added. <br /> <br />12. The Agency shall ensure that staff and volunteers who have access to <br />children or vulnerable adults are required to have a background check in <br />conformance with Section XXI. Background Checks contained in the Basic <br />Terms and Conditions referenced on the Contract Face Page. A <br />background check is required at the time of employment or commencement <br />of duties under this Contract. The Agency shall ensure that all persons <br />convicted of crimes preventing contact with vulnerable populations are <br />prohibited from having access to those populations. <br /> <br />13. The Agency shall comply with all terms and conditions of the Basic Terms <br />and Conditions between the County and the Agency referenced on the <br />Contract Face Page. <br /> <br />14. The Agency shall comply with all applicable terms and conditions of the <br />Business Associate Agreement between the County and the Agency <br />referenced on the Contract Face Page. <br /> <br />B. Protections for Whistleblowers. <br /> <br />1. In accordance with 41 U.S.C. § 4712, Agency may not discharge, demote, <br />or otherwise discriminate against an employee in reprisal for disclosing to <br />any of the list of persons or entities provided below, information that the <br />employee reasonably believes is evidence of gross mismanagement of a <br />federal contract or grant, a gross waste of federal funds, an abuse of <br />authority relating to a federal contract or grant, a substantial and specific
