<br /> <br />March 18, 2024 <br />File No. 242023.009 <br /> <br />Mr. Brad Chenoweth <br />City of Everett Parks & Facilities <br />802 E Mukilteo Blvd <br />Everett, WA 98203 <br /> <br />Subject: Scope of Services - TA Sullivan Park Float Repair Package <br /> <br />Dear Mr. Chenoweth, <br /> <br />Thank you for considering Reid Middleton to provide professional engineering services for the Float <br />Repair Package development for TA Sullivan Park floating dock facilities in Everett, Washington. <br />We look forward to continue working with you on this project. <br /> <br />A. PROJECT UNDERSTANDING <br /> <br />In December 2023, and on behalf of the City of Everett Parks & Facilities (City), an <br />assessment report for the three existing floats at TA Sullivan Park was completed by Reid <br />Middleton. This assessment identified immediate, short-term repairs recommended for these <br />facilities. In subsequent discussions, the City would like to have Reid Middleton prepare a <br />repair design package, including drawings and associated specifications, based on the <br />assessment report and recommended repairs that the City can distribute to contractors for bid. <br /> <br />In addition to the assessment report’s recommended repairs, the City also has noted that Float <br />1 has come loose from its shore end moorage and drifted over to Float 2. Float 1 is currently <br />tied off with rope to Float 2 to secure it in place, so re-establishing Float 1 and re-setting the <br />gangway on Float 1 will need to be included in the repair package. <br /> <br />B. SCOPE OF SERVICES <br /> <br />1. Information Review & Kickoff Meeting <br /> <br />Reid Middleton will review the assessment report, float repair recommendations, and <br />site photos regarding Float 1 moorage and gangway. Reid Middleton will attend a <br />kickoff meeting (virtual) with the City to coordinate the repair package elements and <br />schedule. <br /> <br />2. Repair Package Development <br /> <br />Reid Middleton will prepare a repair package for the City. This will include repair <br />drawings (based on the previously repaired float assessment drawings) for each of the <br />three floating docks, as well as several specification sections (concrete repair, timber
