11 <br /> <br />BH. POTW Protection Criteria - The Protection Criteria are set at the average <br />uncontrollable background concentrations as determined by background <br />sampling plus 1 standard deviation except for BOD, TSS, and Fats, Oils, and <br />Grease (i.e., HEM), which are set at surcharge trigger levels. <br />BI. Pretreatment. The reduction of the amount of pollutants, the elimination of <br />pollutants, or the alteration of the nature of pollutant properties in wastewater <br />prior to (or in lieu of) introducing such pollutants into the POTW. This reduction <br />or alteration can be obtained by physical, chemical, or biological processes; by <br />process changes; or by other means (except by diluting the concentration of the <br />pollutants unless allowed by an applicable pretreatment standard). <br />BJ. Pretreatment Requirements. Any substantive or procedural requirement related <br />to pretreatment imposed on a user, other than a pretreatment standard. <br />BK. Pretreatment Standards or Standards. Pretreatment standards shall mean <br />prohibited discharge standards, categorical pretreatment standards, and local <br />limits established by the City (POTW). <br />BL. Process Wastewater. Process Wastewater is Industrial Waste minus Cooling <br />Water/Non-Contact Cooling Water. <br />BM. Prohibited Discharge Standards or Prohibited Discharges . Absolute prohibitions <br />against the discharge of certain substances; these prohibitions appear in <br />Sections 2.1 (A) and (B) of this ordinance. <br />BN. Public Sewer. A sewer provided by or subject to the jurisdiction of the City. It <br />shall also include sewers inside or outside the City boundaries that ultimately <br />discharge into the City sanitary or combined sewer system. <br />BO. Publicly Owned Treatment Works (POTW). A treatment works, as defined by <br />Section 212 of the Act (33 USC 1292) which is owned by the City. This definition <br />includes all devices facilities, or systems used in the collection, storage, <br />treatment, recycling, and reclamation of sewage or industrial wastes of a liquid <br />nature and any conveyances which convey wastewater to a treatment plant. The <br />POTW includes the City of Everett Water Pollution Control Facility. <br />BP. Sanitary Flow: Sewage. <br />BQ. Sanitary Sewer. A sewer which carries domestic and industrial waste and to <br />which storm, surface, and ground waters are not intentionally admitted. <br />BR. Septic Tank Waste (Septage). Any domestic and/or residential sewage from <br />holding tanks such as vessels, chemical toilets, campers, trailers, and septic <br />tanks.
