<br />existing facility that is discharging non-domestic wastewater will be considered
<br />an existing user if no significant changes are made in the operation.
<br />AY Noncontact Cooling Water. Water used for cooling that does not come into
<br />direct contact with any raw material, intermediate product, waste product, or
<br />finished product.
<br />AZ Non-Significant Categorical Industrial User. A Non-Significant Categorical User is
<br />a Categorical Industrial User that meets the restrictions laid out in Section 1.3 BV
<br />(3) of this Ordinance.
<br />BA. Pass Through. A discharge which exits the POTW into waters of the United States
<br />in quantities or concentrations which, alone or in conjunction with a discharge or
<br />discharges from other sources, is a cause of a violation of any requirement of the
<br />City's NPDES permit (including an increase in the magnitude or duration of a
<br />violation).
<br />BB. Permittee. A person or user issued a wastewater Discharge Permit, Discharge
<br />Authorization, Zero Discharge Permit, or General Permit.
<br />BC. Person. Any individual, partnership, co-partnership, firm, company, corporation,
<br />association, joint stock company, trust, estate, governmental entity, or any other
<br />legal entity, or their legal representatives, agents, or assigns. This definition
<br />includes all Federal, State, or local governmental entities.
<br />BD. pH. A measure of the acidity or alkalinity of a substance, expressed in standard
<br />units, measured using the methods described in Standard Methods for the
<br />Examination of Water and Wastewater, current approved edition.
<br />BE. Pollutant. Any dredged spoil, solid waste, incinerator residue, sewage, garbage,
<br />sewage sludge, munitions, medical wastes, chemical wastes, biological materials,
<br />radioactive materials, heat, wrecked or discharged equipment, rock, sand, cellar
<br />dirt, agricultural and industrial wastes, and the characteristics of the wastewater
<br />[i.e., pH, temperature, TSS, turbidity, color, BOD, Chemical Oxygen Demand
<br />(COD), toxicity, or odor].
<br />BF. Pollution. The human-made or human-induced alteration of the chemical,
<br />physical, biological, and/or radiological integrity of water.
<br />BG. Pollution Prevention. Any method, action or activity that eliminates or reduces
<br />pollution prior to its creation. Pollution prevention involves the practice of source
<br />reduction. Source reduction is any practice which eliminates or reduces the
<br />amount of any hazardous substance, pollutant, or contaminant entering any
<br />waste stream or otherwise released into the environment prior to recycling,
<br />treatment, or disposal.
