Local Pollutant Allocations <br />The City is also authorized to develop and issue Local Pollutant Allocations for the <br />control of pollutants of concern other than those listed in Section 2.4.B. These Local <br />Pollutant Allocations are also based on the Maximum Allowable Headworks Loadings, <br />Pass-Through, Interference, or protection of health and are implemented through the <br />issuance of a industrial wastewater discharge permits or other control mechanisms. A <br />Local Pollutant Allocation is not a local limit, it is an industry specific limit for a pollutant <br />that is not included with the local limits or Categorical Pretreatment Standards but still <br />have the potential to adversely affect the plant or collections system and therefore <br />must be monitored. <br />These limits apply at the point where the wastewater is discharged to the POTW (end of <br />the pipe). <br />E. Best Management Practices <br />The Director may develop Best Management Practices (BMPs), for inclus ion in an <br />ordinance or in individual wastewater discharge permits, to implement Local Limits and <br />the requirements of Section 2.1.
