23 <br /> <br />agreement waive compliance with a categorical pretreatment standard or federal <br />pretreatment requirement. However, the user may request a net gross adjustment to a <br />categorical standard in accordance with 40 CFR 403.15. They may also request a <br />variance from the categorical pretreatment standard from the Approval Authority in <br />accordance with 403.13. <br />2.8 Dilution <br /> <br /> A user shall not increase the use of process water, or in any way attempt to dilute a <br />discharge, as a partial or complete substitute for adequate treatment to achieve <br />compliance with an applicable pretreatment standard or requirement un less expressly <br />authorized by an applicable pretreatment standard or requirement. The Director may <br />impose mass limitations on users which the Director believes may be using dilution to <br />meet applicable pretreatment standards or requirements, or in other cas es when the <br />imposition of mass limitations is appropriate. <br />2.9 Pretreatment Facilities <br /> <br />A. General: Users shall provide all known, available, and reasonable methods of <br />prevention, control, and treatment (AKART) as required to comply with this <br />ordinance and shall achieve compliance with all applicable pretreatment <br />standards and requirements set out in this ordinance within the time limitations <br />specified by the EPA, the State, or the Director, whichever is more stringent. <br /> <br /> Any facilities required to pretreat wastewater to a level acceptable to the City <br />shall be provided, operated, and maintained at the user's expense. <br /> <br /> The Director may establish Best Management Practices (BMPs) for particular <br />groups of users. <br /> <br /> When required by the Director, an engineering report as required by, and <br />complying with, WAC 173-240, including detailed plans showing the <br />pretreatment facilities and operating procedures shall be submitted to the City <br />for review, and shall be acceptable to the City before construction of the facility. <br />The review of such plans and operating procedures will in no way relieve the <br />user from the responsibility of modifying the facility as necessary to produce an <br />acceptable discharge to the City under the provisions of this ordinance. <br /> <br /> Within ninety (90) days after the completion of the wastewater pretreatment <br />facility, the discharger shall furnish as built drawings and its operations and <br />maintenance procedures. Any subsequent significant changes in the <br />pretreatment facility or method of operation shall be reported to and approved <br />by the Director prior to the initiation of the changes.
