29 <br /> <br />SECTION 3 - WASTEWATER DISCHARGE PERMIT REQUIREMENTS <br /> <br />3.0 Permit Required <br /> <br />No SIU shall discharge wastewater into the POTW without first obtaining a wastewater <br />discharge permit from the Director. Any violation of the terms and conditions of a <br />wastewater discharge permit shall be deemed a violation of this ordinance and subjects <br />the wastewater discharge permittee to the sanctions set out in this ordinance. <br />Obtaining a wastewater discharge permit does not relieve a permittee of its obligation <br />to comply with all Federal and State pretreatment standards or requirements or with <br />any other requirements of Federal, State, and local law. <br /> <br />The Director may require other users, including liquid waste haulers, to obtain <br />wastewater discharge permits (as necessary) to carry out the purposes of this <br />ordinance. <br /> <br />3.1 Wastewater Discharge Permitting: Existing SIU <br /> <br />Any SIU that was discharging wastewater into the POTW prior to the effective date of <br />this ordinance without an effective wastewater discharge permit and that wishes to <br />continue such discharges in the future shall, within 60 days after notification by the <br />Director submit a permit application to the City in accordance with Section 3.7 of this <br />ordinance, and shall not cause or allow discharges to the POTW to continue after 90 <br />days of the effective date of this ordinance except in accordance with a wastewater <br />discharge permit issued by the Director. <br /> <br />The City's notification to SIUs covered by categorical pretreatment standards will be in <br />reasonable time to ensure that the SIUs complies with the 180-day submittal deadline <br />date established in 40 CFR §403.12 (b).) <br /> <br />3.2 Wastewater Discharge Permitting: New Source and New User <br /> <br />At least 90 days prior to the anticipated start -up, new sources, sources that become a <br />user subsequent to the promulgation of an applicable categorical pretreatment <br />standard, and new users that are determined to be SIU, shall apply for a wastewater <br />discharge permit and will be required to submit to the City at least the information <br />listed in paragraphs (A)-(E) of Section 3.7 of this ordinance. A new source, or new user <br />that is determined to be a SIU, cannot discharge without first receiving a wastewater <br />discharge permit from the City. New sources, and new users that are determined to be <br />SIU's, shall also be required to include in their application information on the method of
