30 <br /> <br />pretreatment the user intends to use to meet applicable pretreatment standards. New <br />Sources, and new users that are determined to be SIU's, shall give estimates of the <br />information requested in paragraphs (D) and (E) of Section 3.7 of this ordinance. <br /> <br />3.3 Wastewater Discharge Permitting: Extrajurisdictional Users <br /> <br />Any existing user located beyond the City limits required to obtain a wastewater <br />discharge permit shall submit a wastewater discharge permit application as outlined in <br />Section 3.1 of this ordinance. <br /> <br />New Sources and new users that are determined to be SIU's, located beyond the City <br />limits required to obtain a wastewater discharge permit shall co mply with Section 3.2 of <br />this ordinance. <br /> <br />3.4 Wastewater Discharge Permitting: Zero Discharge Permits <br /> <br />Any categorical user that operates its regulated processes so that no industrial waste is <br />discharged to the POTW shall request that a zero-discharge permit be issued by the City. <br />To be eligible for a zero discharge permit the user shall demonstrate to the Director’s <br />satisfaction that no industrial waste will be discharged and shall either permanently seal <br />all accesses to the POTW other than those required for disposal of domestic sewage or <br />install shutoff devices that will accept City installed, tamper evident seals. Breaking this <br />seal without prior authorization by the Director shall be a violation of the zero -discharge <br />permit and this ordinance. <br /> <br />3.5 Wastewater Discharge Permitting: Middle Tier Categorical Industrial User <br /> <br />Any categorical user that operates its regulated processes so that it complies with the <br />requirements in Section 1.3 AU of this Ordinance may request that it be designated a <br />Middle Tier Categorical Industrial User. If the Director agrees with that request, the <br />User’s discharge permit will be modified to incorporate the applicable provisions of 40 <br />CFR 403. If, at any time, the User no longer complies with the requirements in Section <br />1.3 AU of this Ordinance, it shall immediately notify the Director and comply with the <br />backup monitoring and reporting requirements contained in the permit. <br /> <br />3.6 Wastewater Discharge Permitting: Non-Significant Categorical Industrial <br />User <br /> <br />Any categorical user that operates its regulated processes so that it complies with the
