<br />Page 8 of 125 <br />SECTION 2 – S COPE OF WORK <br /> <br />2.1 INTENT SUMMARY <br />The City of Everett has determined that the use of the Job Order Contracting system benefits the public by <br />effectively reducing total lead time, facilitating collaboration between the Contractor and design team, <br />and potentially reducing costs for public works projects. Using unit price books and Job Orders, time- <br />consuming, costly aspects of traditional public works contracting processes can be eliminated. <br />As a part of the Job Order Contracting program, the City is accepting proposals from experienced general <br />construction firms. The City expects a collaborative process of project procurement that combines the <br />commitment, expertise, and skills of the City and the Contractor(s) to achieve the completion of projects <br />in the best interest of the public. <br />2.2 CONTRACT VALUE <br />The Minimum Contract Value for each awarded Contract is $25,000. The awarded Contractor(s) are <br />each guaranteed to receive the opportunity to perform Job Orders totaling at least $25,000 during <br />the Base Term of the Contract. <br />Currently, the total estimated annual value is $4,000,000 per year. <br />The Contractor may be issued Job Orders exceeding the Estimated Annual Value during any year of <br />the Contract. The Contractor is not guaranteed to receive this volume of Job Orders. It is merely an <br />estimate. The City has no obligation to issue Job Orders in excess of the Minimum Contract Value. <br />The City reserves the right to issue up to the maximum amount specified in RCW 39.10.440, which is <br />up to $4 million per contractor per year. The Maximum Contract Value shall not exceed the value set <br />forth in the RCW. Any unused capacity from the previous year may be carried over for one (1) year <br />and added immediately to the following year's limit. The maximum annual volume, including unused <br />capacity, shall not exceed the limit of two (2) years. <br />2.3 CONTRACTOR LICENSE FEE/ IDENTITY OF UNIT PRICE BOOK <br />The City selected The Gordian Group’s (Gordian) Job Order Contracting (JOC) System for their JOC <br />program. The Gordian JOC Solution™ includes Gordian’s proprietary JOC Software and JOC <br />Applications, construction cost data, and Construction Task Catalog®, which will be used by the <br />Contractor solely for the purpose of fulfilling its obligations under this Contract, including the <br />preparation and submission of Job Order Proposals, Price Proposals, subcontractor lists, and other <br />requirements specified by the Owner. The Contractor shall be required to execute Gordian’s JOC <br />System License and Fee Agreement and pay a 1% JOC System License Fee to obtain access to the <br />Gordian JOC Solution™. The JOC System License Fee applies to all Job Orders issued to the Contractor <br />under the terms of this Contract. The Contractor shall include the JOC System License Fee in the <br />Adjustment Factors. A copy of the license agreement is attached and is included by reference.
