Provide HMA sampling equipment that complies with FOP for AASHTO 1 R97: 2 3 • Use a mechanical sampling device accepted by the Engineer, or 4 5 • Platforms or devices to enable sampling from the truck transport 6 without entering the truck transport for sampling HMA. 7 8 5-04.5.GR5 9 Payment 10 11 5-04.5.INST2.GR5 12 Section 5-04.5 is supplemented with the following: 13 14 5-04.5.OPT2.GR5 15 (January 13, 2021) 16 Asphalt Cost Price Adjustment 17 The Contracting Agency will make an Asphalt Cost Price Adjustment, either a credit or a 18 payment, for qualifying changes in the reference cost of asphalt binder. The adjustment 19 will be applied to partial payments made according to Section 1-09.9 for the following bid 20 items when they are included in the proposal: 21 22 “HMA Cl. ___ PG ___” 23 “HMA for Approach Cl. ___ PG ___” 24 “HMA for Preleveling Cl. ___ PG ___” 25 “HMA for Pavement Repair Cl. ___ PG ___” 26 “Commercial HMA” 27 28 The adjustment is not a guarantee of full compensation for changes in the cost of asphalt 29 binder. The Contracting Agency does not guarantee that asphalt binder will be available 30 at the reference cost. 31 32 The Contracting Agency will establish asphalt binder reference costs twice each month 33 and post the information on the Agency website at: https://wsdot.wa.gov/business-34 wsdot/contracts/about-public-works-contracts/payments-reporting/asphalt-binder-35 reference-cost. The reference cost will be determined using posted prices furnished by 36 Poten & Partners, Inc. If the selected price source ceases to be available for any reason, 37 then the Contracting Agency will select a substitute price source to establish the reference 38 cost. 39 40 Price adjustments will be calculated one time per month. No price adjustment will be made 41 if the Current Reference Cost is within +/-5% of the Base Cost. Reference costs for 42 projects located in Eastern versus Western Washington shall be selected from the column 43 in the WSDOT website table labeled “Eastern”, or “Western”, accordingly. The adjustment 44 will be calculated as follows: 45 46 If the reference cost is greater than or equal to 105% of the base cost, then 47 Asphalt Cost Price Adjustment = (Current Reference Cost – (1.05 x Base Cost)) x (Q 48 x 0.056). 49 50 If the reference cost is less than or equal to 95% of the base cost, then 51
