Edgewater Creek Bridge Replacement November 2023 24 rolling, extruding, machining, bending, grinding, drilling, welding, and coating. The action 1 of applying a coating to steel or iron is deemed a manufacturing process. Coating 2 includes epoxy coating, galvanizing, aluminizing, painting, and any other coating that 3 protects or enhances the value of steel or iron. Any process from the original reduction 4 from ore to the finished product constitutes a manufacturing process for iron. 5 6 Due to a nationwide waiver, Buy America does not apply to raw materials (iron ore and 7 alloys), scrap (recycled steel or iron), and pig iron or processed, pelletized, and reduced 8 iron ore. 9 10 The following are considered to be steel manufacturing processes: 11 12 1. Production of steel by any of the following processes: 13 14 a. Open hearth furnace. 15 16 b. Basic oxygen. 17 18 c. Electric furnace. 19 20 d. Direct reduction. 21 22 2. Rolling, heat treating, and any other similar processing. 23 24 3. Fabrication of the products. 25 26 a. Spinning wire into cable or strand. 27 28 b. Corrugating and rolling into culverts. 29 30 c. Shop fabrication. 31 32 A certification of materials origin will be required for any items comprised of, or containing, 33 steel or iron construction materials prior to such items being incorporated into the 34 permanent work. The certification shall be on DOT Form 350-109EF provided by the 35 Engineer, or such other form the Contractor chooses, provided it contains the same 36 information as DOT Form 350-109EF. 37 38 1-06.OPT2.GR1 39 Build America/Buy America 40 41 1-06.OPT2(A).GR1 42 (October 5, 2022) 43 General Requirements 44 In accordance with Division G, Title IX - Build America, Buy America Act (BABA), of Public 45 Law 117-58 (Infrastructure Investment and Jobs Act), the following materials must be 46 American-made: 47 48 1. All steel and iron used in the project are produced in the United States. This 49 means all manufacturing processes, from the initial melting stage through the 50 application of coatings, occurred in the United States. 51 52
