Edgewater Creek Bridge Replacement November 2023 23 Contracting Agency acceptance of the Record Drawings is one of the requirements for 1 achieving Physical Completion. 2 3 Payment will be made for the following bid item: 4 5 Record Drawings (Minimum Bid $10,000) Lump Sum 6 Payment for this item will be made on a prorated monthly basis for work completed in 7 accordance with this section up to 75% of the lump sum bid. The final 25% of the lump 8 sum item will be paid upon submittal and approval of the completed Record Drawings set 9 prepared in conformance with these Special Provisions. 10 11 A minimum bid amount has been entered in the Bid Proposal for this item. The Contractor 12 must bid at least that amount. 13 14 1-06.GR1 15 Control of Material 16 17 1-06.INST1.GR1 18 Section 1-06 is supplemented with the following: 19 20 1-06.OPT1.GR1 21 Buy America 22 23 1-06.OPT1(A).GR1 24 (August 6, 2012) 25 In accordance with Buy America requirements contained in 23 CFR 635.410, the major 26 quantities of steel and iron construction material that is permanently incorporated into the 27 project shall consist of American-made materials only. Buy America does not apply to 28 temporary steel items, e.g., temporary sheet piling, temporary bridges, steel scaffolding 29 and falsework. 30 31 Minor amounts of foreign steel and iron may be utilized in this project provided the cost 32 of the foreign material used does not exceed one-tenth of one percent of the total contract 33 cost or $2,500.00, whichever is greater. 34 35 American-made material is defined as material having all manufacturing processes 36 occurring domestically. To further define the coverage, a domestic product is a 37 manufactured steel material that was produced in one of the 50 States, the District of 38 Columbia, Puerto Rico, or in the territories and possessions of the United States. 39 40 If domestically produced steel billets or iron ingots are exported outside of the area of 41 coverage, as defined above, for any manufacturing process then the resulting product 42 does not conform to the Buy America requirements. Additionally, products manufactured 43 domestically from foreign source steel billets or iron ingots do not conform to the Buy 44 America requirements because the initial melting and mixing of alloys to create the 45 material occurred in a foreign country. 46 47 Manufacturing begins with the initial melting and mixing, and continues through the 48 coating stage. Any process which modifies the chemical content, the physical size or 49 shape, or the final finish is considered a manufacturing process. The processes include 50
