SECTION 00 21 13 <br />INSTRUCTIONS TO BIDDERS <br />1-00 INTRODUCTORY MATTERS <br />General Description and Location of Project <br />The Work to be performed will include furnishing all labor, materials and equipment necessary to perform <br />all Work as required by the Contract in accordance with the Contract Documents. <br />This Phase 1 project is located within the City of Everett at the Reservoir 3 site at 6107 Berkshire Dr Everett, <br />WA 98203. The site also contains three pump stations and the existing 20-MG covered reservoir The Phase <br />1 project also includes two pipe connections east of Reservoir 2 at the intersection of Tulalip and Charles <br />Avenue and the intersection of Federal and Edward Avenue. <br />Project Manager <br />Questions and inquiries about these Contract Documents should be directed in writing to the attention of <br />Souheil Nasr at the City of Everett. SNasr@everettwa.gov, (425) 257-7210. <br />Standard Specifications <br />The following other Specifications and Standard Plans shall apply only to the extent that they are called <br />out in the Contract Documents. <br />• WSDOT "Standard Specifications for Road, Bridge and Municipal Construction", hereinafter <br />referred to as the "Standard Specifications" latest edition. <br />• City of Everett "Design and Construction Standards and Specifications" (Revised January 2018), <br />as found online on the City's Website at: https://everettwa.gov/1531/Design-Construction- <br />Standards <br />• "Standard Plans for Road and Bridge Construction," latest edition as prepared by WSDOT. <br />• "Manual on Uniform Traffic Control Devices" (MUTCD), latest edition. <br />• APWA Standards, latest edition. <br />• AWWA Standards, latest edition. <br />• American Concrete Institute (ACI), latest edition <br />1-01 DEFINITIONS AND TERMS <br />1-01.3 Definitions <br />Definitions are found in SECTION 00 72 00 GENERAL CONDITIONS and elsewhere in the <br />specifications. <br />1-02 BID PROCEDURES AND CONDITIONS <br />1-02.1 Bidder Responsibility Criteria <br />1-02.1(1) Mandatory Bidder Responsibility Criteria <br />Bidder shall meet mandatory responsibility criteria in accordance with RCW 39.04.350(1). The <br />City may require Bidder to submit documentation demonstrating compliance with the criteria <br />under this 1-02.1(1). Bidder must: <br />1. Registration. At the time of bid submittal, have a certificate of registration in <br />compliance with chapter 18.106 RCW, an elevator contractor license in compliance <br />with chapter 70.87 RCW, or an electrical contractor license in compliance with chapter <br />19.28 RCW, as required under the provisions of those chapters; and <br />2. UBI. Have a current Washington Unified Business Identifier (UBI) number; and <br />3. State Requirements. If applicable: <br />a. Have Industrial Insurance (workers' compensation) coverage for the bidder's <br />employees working in Washington, as required in Title 51 RCW; <br />b. Have a Washington Employment Security Department number, as required in Title <br />50 RCW; and <br />c.
