r <br /> #11" <br /> 4112 <br /> ORDINANCE NO. 2370-99 <br /> An Ordinance Amending the Land Use Map of the Everett Comprehensive Plan <br /> as adopted by Ordinance #2021-94, Exhibit "A," as amended, <br /> as Part of the Annual Update to the Comprehensive Plan Initiated in 1998, <br /> for the Everett School District and Revord Motors, for Property Located on the North Side <br /> of 79`h Street SE, from "School"to "Commercial," and from "Commercial" to "School." <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally <br /> allows for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, Everett School District and Clyde Revord Motors submitted an application <br /> for an amendment to the Land Use Map for portions of properties each owns, located on <br /> the north side of 79th Street SE, west of Evergreen Way, each containing approximately <br /> 803 square feet, from"School"to "Mixed Use Commercial - Multiple Family" and from <br /> "Mixed Use Commercial - Multiple Family" to School," as indicated on the map attached <br /> hereto as Exhibit A; and <br /> WHEREAS, the application proposes to rezone 803 square feet of the Evergreen Middle <br /> School property from R-1 to C-1, and rezone 803 square feet of the Revord Motors <br /> property from C-1 to R-1 to facilitate a property exchange between the two parties caused <br /> by a building encroachment; and <br /> WHEREAS, an environmental analysis of the proposed Comprehensive Plan amendments <br /> has been conducted by the City in compliance with the requirements of the State <br /> Environmental Policy Act (SEPA); and <br /> WHEREAS, the City of Everett has encouraged Public Participation in the consideration <br /> of Amendments to the Comprehensive Plan, as required by the Growth Management Act, <br /> through a variety of notification procedures, including SEPA review, mailing to interested <br /> citizens and organizations, mailing to affected property owners, legal publication, posting <br /> of affected properties, and the City of Everett cable television bulletin board; and <br /> WHEREAS, the Planning Commission has conducted Public Workshops and Public <br /> Hearings to consider all of the proposed amendments to the Land Use Map of the <br />
