Comprehensive Plan which were initiated in 1998, including the Everett School District <br /> and Revord Motors application, and has made recommendations to the City Council on <br /> each of the proposed map amendments; and <br /> WHEREAS, the City Council has considered all of the proposed Comprehensive Plan <br /> Land Use Map and Policy amendments as well as implementing rezones, so that the <br /> cumulative effects of all amendments have been fully ascertained, as required by the <br /> Growth Management Act; and <br /> WHEREAS, the City Council has recommended to the City Council the approval of <br /> various amendments to the Land Use Map and the rezoning of specific properties to <br /> implement the Comprehensive Plan; and <br /> WHEREAS, the City Council held a Public Workshop on January 27, 1997, and a Public <br /> Hearing on February 4, 1999, to consider the recommendations of the Planning <br /> Commission concerning various amendments to the Land Use Map and the rezoning of <br /> specific properties to implement the Comprehensive Plan; and <br /> WHEREAS, the City Council finds that the proposed amendments to the Land Use Map <br /> of the Comprehensive Plan are consistent with the requirements of the Growth <br /> Management Act, consistent with the Vision 2020 Growth and Transportation Strategy, <br /> consistent with the Snohomish County County-Wide Planning Policies, and consistent <br /> with other policies of the Comprehensive Plan; and <br /> WHEREAS, the City Council finds: <br /> 1. The property owners and City were unaware of the building encroachment at the time of <br /> the adoption of the Comprehensive Plan in 1994; and <br /> 2. The proposed amendment to the land use map and rezone affects a very small portion of <br /> each ownership; and <br /> WHEREAS, the City Council concludes: <br /> 1. The proposed amendment to the land use map and rezone affect a very small portion of <br /> each property and will not have any impact on any other properties, the public, or create <br /> pressure for other properties to amend their land use designations; <br /> 2. The requested amendment to the land use map and rezone provides for the public health, <br /> safety and welfare by correcting a building encroachment on a public school property not <br /> needed for educational purposes, and compensating the school district with an equivalent <br /> amount of property on its street frontage on 79th Street SE; <br />
