An individual need not attend the caucus in order to be selected as a <br />Governing Board Member, so long as the person otherwise meet the <br />qualifications of a Governing Board Member. <br />iii. Each Principal within a caucus shall have an equal vote in selecting <br />each Governing Board Member. <br />iv. Any Principal who has designated more than one representative to the <br />caucus, and is unable to unanimously decide where to place their vote, <br />at the time the vote is called, shall forfeit their vote. <br />v. Voting by proxy will not be allowed. <br />vi. No Principal may have an elected official or staff member hold more <br />than one (1) Governing Board seat in a single caucus unless there are <br />more seats than Principals in the caucus. <br />vii. The Secretary shall record the votes of the caucus, Each caucus shall <br />submit a written statement to the Secretary of Snohomish County 911, <br />signed by not less than half of the caucus’ representatives participating <br />in the meeting, confirming the individuals to whom the caucus’s <br />Board seats are to be allocated for the next term of office. This record <br />shall be included in the next regularly scheduled board meeting <br />packet. <br /> <br />b. Designated representatives from each Associate Agency and each Single- <br />Service Principal shall also form a caucus to select a single non-voting Board <br />Member. Representatives to the caucus shall be designated in the same manner <br />as described in Step 3.a.i, one from each Associate Agency and each Single- <br />Service Principal. The caucus rules described in Step 3.a apply, as do rules for <br />selecting an alternate as described in Step 4. In no event shall the Governing <br />Board Member appointed by this caucus be from an agency that also has a <br />voting Governing Board Member elected for the same board term. <br /> <br />c.b. The number of Governing Board Members to be selected by each caucus shall <br />be as follows: <br /> <br />Police Agencies (10 Board Members) <br />Caucus 1: Largest Agencies (Currently <br />Snohomish County is the only member) <br />2 Governing Board Members, one of <br />which must be the County Sheriff or an <br />assistant or deputy sheriff directly <br />reporting to the Sheriff – unless or until <br />the County is no longer the Largest Policy <br />Agency (in terms of Population Served), <br />in which case the two board members <br />shall be selected as per Caucus 2.
