b. The modification(s) will not create a traffic or pedestrian safety hazard;
The City's Traffic Engineer reviews the location of signs near or in the public right-of-way and does not find
that the location of the sign will create a safety hazard.
c. The modification(s) will not adversely impact adjacent properties;
The sign is within the public right of way next to Port of Everett properties. In addition,given the grade
difference an additional+/-3' of sign height will not impact views of the upland properties east of the
proposed sign location.
d. The proposed signor signs are part of an integrated design for the site that includes building design,
landscaping and other site improvements;
The freestanding sign is not adjacent to a building and will be located between the sidewalk and trees and
shrubs that provide some screening of a storage yard. Additional shrubs are proposed to be planted behind
the sign. Code requires the sign to have a base%width of the sign so the shrubs should be planted to the
sides of the sign to be visible.
e. The proposed modification(s) will not create visual clutter or distract motorists,
The sign reduces the potential number of signs as it includes directions to multiple businesses located in the
area.
If. The size and scale of the proposed signage are compatible with the character of the surrounding area.
Given the grade difference an additional +/-3' of sign height will not impact views of the upland properties
east of the proposed sign location with the minor dimensional modification being requested of 2' 7 inches in
height. The approximate increase of 30 square feet of cabinet around the message sign is below the main
cabinet and provides a kiosk of information for directional signs for associated activities on Port property. It
is not a request to make the sign larger for attraction's sake, but larger for informational purposes.
DECISION
The City of Everett Planning Director approves the requested sign modifications with the following
conditions.
1. Additional native shrubs or trees must be installed near and to the sides of the freestanding sign
rather than behind the sign. The narrow strip of lawn in front of the sign shall be maintained or
replace with an alternative ground cover acceptable to the Planning Department.
Yorik Stevens-Wajda, Planning Director
The applicant may appeal the Planning Director's decision within 14 days of the date of this letter. Appeal
forms are available from the Planning Department and must be submitted along with the required filing fee.
INFORMATION FOR APPLICANT
The following information is provided for the applicant's benefit.
