EMC Title 15, Local Project Review Procedures Page 33 of 94 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />a. Posting notice on or near the property with signs no less than twenty-four inches by <br />thirty-six inches in size, as specified by Section 15.02.110(A)(1); <br />b. Posting additional signs if the project is a linear project, as specified by Section <br />15.02.110(A)(2); <br />c. Mailing notice to the property owners located within five hundred feet; <br />d. Mailing notice to the SEPA mailing list (unless the project is categorically exempt); <br />e. Mailing notice to the neighborhood leader mailing list if applicable; and <br />f. Publishing notice in the official city newspaper. <br />2. Notice of the public hearing or meeting shall be provided at least fifteen days prior to <br />the hearing date. <br />3. Official notice of the final city council action taken shall be provided to the applicant and <br />to any person who has made a written request to the office of the city council for notice of <br />the decision. This notice shall state the date and place for commencing an appeal. (Ord. <br />3774-20 § 3 (Exh. 2), 2020.) <br />15.02.095 Legislative actions. <br />A. Description. Several land use decisions are the discretionary authority of the city council. <br />These decisions are not subject to the local project review procedures set forth in this chapter. <br />These legislative actions require a recommendation from the planning commission. <br />B. Decisions Included. The following land use actions are considered legislative actions of the <br />city council. <br />1. Adoption or amendment to the comprehensive plan or land use map; <br />2. Adoption or amendment of subarea plans; <br />3. Planned action ordinance or resolution; <br />4. Area-wide rezone in conjunction with a comprehensive plan land use map change;
