Adoption or amendment to development regulations. <br />C. Public Notice Requirements. <br />1. Public notice shall include the following: <br />a. Mailing to all persons who have made written request to be notified of the <br />proposed change; <br />b. Mailing to the SEPA mailing list if applicable; <br />c. Mailing to the neighborhood leader mailing list if applicable; and <br />d. Publishing notice in the official city newspaper. <br />2. Notice of the public hearing or meeting shall be provided at least fifteen days prior to <br />the hearing date. <br />D. Action Taken. <br />1. The city council and planning commission shall be deemed to be acting in their <br />legislative capacity in taking any of the above actions. If an action is a project permit rather <br />than of area-wide significance or general applicability, the action shall be considered <br />quasi-judicial in nature and shall be processed under Review Process V. <br />2. In reviewing the recommendation of the planning commission, the city council shall <br />have the authority to approve, disapprove or modify the proposal in whole or in part, or <br />remand the proposal in its entirety or the portions of the proposal about which it has <br />concerns to the planning commission for further consideration.
