Park District Planned Development Overlay | Exhibit A.1 – Title 19 Code Modifications Page 17 <br />Exhibit A.1_Park District PDO_Code Modifications_24-0703 <br />Parking Area Design and Construction <br />This section modifies EMC 19.34.120. Because structured parking has unique design <br />considerations compared to surface parking lots, in the Park District PDO different parking <br />dimensional standards may be used for structured parking facilities. Clarification is also made <br />for the treatment of interim surface parking lots. <br />19.34.120 Parking area design and construction. <br />A. Parking Design Specifications. The minimum requirements for parking stall and aisle dimensions, <br />striping, pavement thickness and subgrade shall be as set forth in the city design standards. <br />Structured parking exception: The typical and minimum dimensions for the layout of structured <br />parking facilities are not required to comply with the City of Everett Design and Construction <br />Standards. Reasonable dimensions for layout and striping may be used that are based on <br />established practices for structured parking facilities regarding aisle widths, turning radii, parking <br />space widths and lengths, encroachments into parking spaces, or other dimensions. <br />B. Surfacing. <br />1. All parking areas shall consist of durable surface materials approved by the planning director <br />and city engineer. Depending upon site and soil conditions, low impact development (LID) <br />stormwater management facilities are encouraged, and may be required by the city’s <br />stormwater management manual. <br />2. Exceptions. <br />a. For single-family and duplex uses, nonrequired parking that is located outside of the front <br />and street side setbacks areas may use surface materials in accordance with city design <br />standards; provided, however, that parking in the area between a street-facing facade and <br />the street must be on a paved surface as allowed by EMC 19.34.110(C). <br />b. Interim surface parking lots that are used as contingency overflow spaces or to provide additional <br />interim spaces for any uses will have asphalt surface paving and markings and will employ the same <br />layout and dimensioning procedures as described for structured parking set forth in subsection A of <br />this section.… <br />
