Chapter 19.04 EMC, Definitions Page 15 of 55 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />“Tiny house communities” has the same meaning as set forth in RCW 35.21.686, which is real <br />property rented or held out for rent to others for the placement of tiny houses with wheels or <br />tiny houses utilizing the binding site plan process in RCW 58.17.035. <br />“Tower” means any structure that is designed and constructed primarily for the purpose of <br />supporting one or more antennas, including self-supporting lattice towers, guy towers or <br />monopole towers. The term encompasses personal wireless service facilities towers, microwave <br />towers, common-carrier towers, cellular telephone towers, personal communications services <br />towers, alternative tower structures, and other similar structures, and its attendant base <br />station. <br />“Townhouses,” also called “single-family, attached,” are buildings joined at the side by a <br />common wall. Each dwelling has up to two or three stories and no dwellings are placed over <br />another. Each dwelling has individual and direct pedestrian access to the street and typically <br />contains some private open space in the front and back. A development of townhouses could <br />include two units attached (see Chapter 19.05 EMC, “Dwelling, 2-unit”) or multiple units <br />attached. (Ord. 3896-22 § 2, 2022; Ord. 3774-20 § 5(D) (Exh. 3), 2020.) <br />19.04.040 Measurement definitions. <br />“Base elevation” means the average elevation of the approved topography of a parcel at the <br />midpoint on each of the four sides of the smallest rectangle which will enclose the proposed <br />structure, excluding all eaves and decks. The approved topography of a parcel is the natural <br />topography of a parcel or the topographic conditions approved by the city prior to January 1, <br />1988, or as approved by a subdivision, short subdivision, binding site plan, shoreline substantial <br />development permit, or SEPA environmental review issued after January 1, 1988. On any lot <br />exhibiting evidence of an unapproved fill, a soils analysis may be required to determine the <br />approved topography. An approved bench mark will establish the relative elevation of the four <br />points used to establish the base elevation. <br />“Benchmark” means a fixed reference point or object, more or less permanent in character, the <br />elevation of which is known, or to which a nominal elevation can be assigned. <br />“Buildable area” means the lot area minus undevelopable areas.
