Chapter 19.04 EMC, Definitions Page 21 of 55 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />“Mobile home park,” “manufactured housing community,” or “manufactured/mobile home <br />community” has the same meaning as in RCW 59.20.030: any real property which is rented or <br />held out for rent to others for the placement of two or more mobile homes, manufactured <br />homes, or park models for the primary purpose of production of income, except where such <br />real property is rented or held out for rent for seasonal recreational purpose only and is not <br />intended for year-round occupancy. <br />“Nursing or convalescent home” means a facility or institution for the care of the aged or infirm, <br />or a place of rest for those suffering bodily disorders. This term does not include hospitals or <br />facilities for the primary treatment of sickness or injuries, or for surgical care, or congregate <br />care facilities. <br />“Permanent supportive housing,” also referred to as supportive housing, has the same meaning <br />as RCW 36.70A.030(16): <br />“Permanent supportive housing” is subsidized, leased housing with no limit on length of stay that <br />prioritizes people who need comprehensive support services to retain tenancy and utilizes <br />admissions practices designed to use lower barriers to entry than would be typical for other <br />subsidized or unsubsidized rental housing, especially related to rental history, criminal history, and <br />personal behaviors. Permanent supportive housing is paired with on-site or off-site voluntary services <br />designed to support a person living with a complex and disabling behavioral health or physical health <br />condition who was experiencing homelessness or was at imminent risk of homelessness prior to <br />moving into housing to retain their housing and be a successful tenant in a housing arrangement, <br />improve the resident’s health status, and connect the resident of the housing with community-based <br />health care, treatment, or employment services. Permanent supportive housing is subject to all of the <br />rights and responsibilities defined in chapter 59.18 RCW. <br />“Recreational vehicle (RV) park” means real property rented or held out for rent to others for <br />the placement of recreational vehicles. <br />“Secure community transition facility” means a facility, as defined in RCW 71.09.020, for the <br />housing of sexually violent predators. <br />“Short-term rental” means the use of an entire dwelling unit or portion thereof by any person or <br />group of persons to occupy for rent for a period of less than thirty consecutive days. Short-term <br />rentals do not include hotels or motels.
