Chapter 19.04 EMC, Definitions Page 22 of 55 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />“Sponsor” means a local faith-based or other local community-based organization that has an <br />agreement with the managing agency to provide basic services and support for the residents of <br />a homeless encampment, such as shelter, food and sanitation, and liaison with the surrounding <br />community and joins with the managing agency in an application for a temporary use permit. A <br />“sponsor” may be the same entity as the managing agency. <br />Supportive housing. See “Permanent supportive housing.” <br />“Tiny house” and “tiny house with wheels” mean a dwelling to be used as permanent housing <br />with permanent provisions for living, sleeping, eating, cooking, and sanitation built in <br />accordance with the state building code. <br />“Tiny house communities” means real property rented or held out for rent to others for the <br />placement of tiny houses with wheels or tiny houses utilizing the binding site plan process in <br />RCW 58.17.035. <br />“Transitional housing” has the same meaning as RCW 84.36.043(2)(c): <br />“Transitional housing” means a project that provides housing and supportive services to homeless <br />persons or families for up to two years and that has as its purpose facilitating the movement of <br />homeless persons and families into independent living. <br />(Ord. 3963-23 § 2, 2023; Ord. 3896-22 §§ 3 – 9, 2022; Ord. 3895-22 §§ 4 – 7, 2022; Ord. 3774-20 § 5(D) (Exh. 3), <br />2020.) <br />19.04.060 Use definitions, commercial. <br />This section defines uses set forth in Table 5-2 in EMC 19.05.090. <br />“Animal day care” means short-term daytime (not overnight) care for dogs, cats and other small <br />animals. <br />“Auto fuel sales” means a business selling gasoline, diesel and other fuel products such as <br />propane. This includes convenience stores selling food and related items. <br />“Automobile and truck service, heavy” means a business where vehicle repair and maintenance <br />of heavy trucks over eighteen thousand pounds and other large equipment is performed.
