Park District Planned Development Overlay | Exhibit A.2 – Park District Design Standards Page 32 <br />Exhibit A.2_Park District PDO_Design Standards_24-0703 <br />7.0 – Exterior Lighting <br />Purpose <br />• Protect against light pollution and reclaim the ability to view the night sky and thereby <br />help preserve the quality of life and scenic value of this desirable visual resource <br />throughout the region and nearby natural open spaces. <br />• Help protect and enhance human health and wellness and wildlife habitation and <br />migration by minimizing light pollution and its impact on all forms of life. <br />• Promote lighting practices and systems to conserve energy, decrease dependence on <br />fossil fuels, and limit greenhouse gas emissions. <br />• Ensure that sufficient lighting can be provided where needed to promote safety and <br />security on public and private property, and to allow for reasonable lighting outdoor <br />activities. <br />• Provide attractive lighting that supports and enhances the urban environment, <br />emphasizes architectural elements, and encourage pedestrian activity and wayfinding <br />beyond daylight hours, especially during the long nights of Pacific Northwest winters. <br />Relationship to Other Standards <br />These standards supplement the parking lot exterior lighting standards of Chapter 19.34 EMC <br />and substitute the building entrance lighting standards of Chapter 19.09 EMC. <br />Standards <br />A. General standards. <br />1. All luminaires must be fully shielded and must not emit light into the upper hemisphere <br />around the luminaire or onto adjacent properties and structures, either through exterior <br />full cut-off shields or through optics within the fixture. Support and mounting systems <br />for luminaires must not allow post-installation adjustments that could defeat <br />compliance of this requirement. <br />2. Exterior lighting is encouraged to follow the color temperature, timing, intensity, <br />technology, and other recommendations of the International Dark Sky Association. <br />B. Height. <br />1. Freestanding pedestrian-scale lighting must not exceed 16 feet in height. <br />2. Building-mounted exterior lighting for roof decks is permitted provided luminaires <br />located above the height of parapet walls are located at least ten feet horizontally from <br />the edge of the roof. <br />C. Lighting color (chromaticity). The correlated color temperature of outdoor lighting must be <br />3,500 Kelvin maximum or lower (refer to American National Standard Institutes publication <br />C78.377 for guidance on LED lighting). Wildlife-friendly color temperatures of 2,220 Kelvin or <br />lower must be used near habitat areas such as wetlands. Exceptions may be made for <br />architectural floodlighting, accent lighting, or outlining. <br />D. Exterior lighting controls.
