Bobby Vang
Ware Malcomb
Plan Check Number: B2304-096, First Building Review
May 17, 2023
Architectural
The project appears to involve created new conditioned space within a non -conditioned or semi -
conditioned space. The original construction drawings under Permit No. B1503-026 do not
specify insulation for the building, including the roof system. The conditioned space is required
to be insulated for new construction per WSEC Sections C402.1 and C502.1. The notes on
Sheet I2.1 and Details on Sheet I8.1 do not specify the required insulation and should be
revised. The required insulation values for each component, including fenstrations, should be
specified. See IBC Section 1203.1, and the definition of "additions" per WSEC Section C202.
2. Continuing with the previous comment, components of the existing building may not comply
with the current requirements for the thermal envelope of the new heated space. Such
components may include but are not limited to the exterior fenestrations, roof, and slab. The
existing building is required to be modified as required to comply. Alternatively, the envelope
may comply with WSEC Section C402.1.5. Documentation substantiated the envelope design
should be submitted for review.
3. The new conditioned space is required to comply with the energy credit provisions of WSEC
Section C406.1. A schedule of the selected credits and the performance requirements should
be included in the construction drawings. Where enhancements to the thermal envelope are
selected, these shall be in addition to increased requirements resulting from the component
performance alternative analysis per Section C402.1.5. See WSEC Section C502.1.
This review has been performed for general compliance with the building codes as adopted and
amended by the state of Washington and the city of Everett. Corrections and comments made
during the review process do not relieve the project from compliance with code and permit
requirements. The designers -of -record are responsible for a complete design in accordance with
the laws of the state of Washington.
If you have any questions or require additional clarification, please contact us.
Respectfully,
Drew Martin, P.E., S.E.
Associate Engineer / Commercial Plans Examiner
(425)257-8813
dmartin@everettwa.gov
S:\BMartin\2023\B2304-096_R1.docx
(S 3200 Cedar Street
Everett, WA 98201
© 425.257.8810 O
425.257.8857 fax
everetteps@everettwa.gov
eve rettwa.gov/perm its
