W hereas, after due hearing on said Resolution and petition it appears to the City Council that public convenience and necessity requires that said improvements be made, and, Whereas, the said improvements con be made more 1 economically if consolidated in one district, now therefore, 2 3 THE CITY OF EVERETT D CES CJRDAI1 : 4 Section 1 : That Rockefeller Avenue from Pacific 5 Avenue to the center line of 33rd Street be improved by grading 6 ' to proper grade, removal of old lumber, construction of 28 foot pavement, construction of concrete curbs, making necessary water 8 main changes, installation of necessary drainage and doing all 9 other work necessary to make a complete improvement, and also that Rockefeller Avenue from Hewitt Avenue to pacific Avenue be 11 , improved by removal of old lumber, grading to proper grade, 12 construction of concrete curbs, also by construction of two 18 13 foot strips of pavement next to the curb from Wall to Pacific 14 I1 1 ; and construction of a pavement full width between curbs from Wall 5 to Hewitt ; Wall Street intersection to be paved full width 161 between property lines, also making water main changes, installation 17 1 of necessary drainage, and doing all other work in the entire 18 19 district necessary to make a complete improvement; all the fore- going improvements to be made according to the plans and specifi- 20 cations prepared under the direction of the City Engineer, which 21 plans and specifications are hereby adopted and approved. 22 23 j Section 2 : That the cost and expense of such 24 improvement including all necessary incidental expenses shall 25 be borne by and assessed against the property included in the 26 assessment district herein created in accordance with law.
