August 7, 2024 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., August 7, 2024, <br />by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, Zarlingo, Bader, and Tuohy were present. <br />Council Member Bader led the Pledge of Allegiance. <br />Council Member Fosse recited the land acknowledgement. <br />The minutes of the July 31, 2024, meeting were approved. <br />MAYOR <br />Mayor Franklin made a statement about the voter rejection of Proposition 1. She also provided <br />an update on light rail in Snohomish County and commented on her attendance at National Night <br />Out. She also provided an update from the Mayor’s Drug Task Force with Jonathan Schwarz, Chair <br />of the Mayor’s Drug Task Force, provided a statement regarding the task force report. <br />PUBLIC COMMENT <br />Council received two (2) written comments and no members of the public spoke. <br />COUNCIL <br />Council Member Zarlingo commented on sister-city guests from Iwakuni, Japan. He also <br />commented on his attendance at National Night Out. <br />Council Member Vogeli commented on her attendance at National Night Out and at the Alliance <br />for Housing Affordability meeting. <br />Moved by Council Member Fosse, seconded by Council Member Tuohy, to direct the Council <br />President to hire a third-party budget analyst/consultant to review expenditures and revenue <br />options. <br />Discussion ensued with Council members and Mayor Franklin commenting on the motion and <br />the budget.
