Provide information on value-added services or functionalities that may <br />be of benefit to the city. <br />Response: True North Consulting Group offers optional value-added <br />services (not included in the base proposal). <br />Security Program & Management <br />TNCG will develop a security program and ongoing management plan <br />for the City of Everett facilities based on the outcomes of the site <br />assessment. This plan will include the following elements: <br />• Concept of Operations (CONOPS) <br />TNCG will develop a CONOPS that will serve as the backbone of the <br />planned security program. This includes defining security objectives, <br />structure, necessary roles, and responsibilities to fulfill the defined <br />objectives. <br />• Development of Security Protocols <br />Security Protocols are a set of security standard operating procedures <br />(SOP) and general instructions for performing various security- <br />related activities. The security Protocol will be based on the <br />established CONOPS to ensure the effective execution of the planned <br />security operation. The protocol will address routine and emergency <br />security operations. The SOPs are meant for both security and non- <br />security personnel. <br />• Security Awareness Training <br />Security Awareness Training is aimed at increasing the organization's <br />security awareness overall. This is done by explaining the various <br />threats to the organization and providing practical tools to help with <br />early detection (thus possible prevention) of evolving threats. In <br />addition, this training covers emergency response best practices, <br />which enable the organization to improve its response to <br />emergencies and reduce the negative impact of such events. This <br />training is meant for both security and non-security personnel.
