South of California to the South line of Everett Avenue and doing all other work necessary in connection therewith to make a complete improvement, according to the plans and specifications, prepared under the 1 direction of the City Fngi neer, which plans and specifications are 2 hereby adopted and approved. Section 2 : That the cost and expense of such improvement including all necessary incidental expenses shall be 5 borne by and assessedagainst the property included in the assessment 6 district herein created in accordance with law. The City of Everett 7 shall not be liable in any manner for any portfon of the costs and 8 expenses of such improvement. 9 Section 3 : There is hereby established a Local 19 I Improvement District to be called Local Improvement District No 381 " which district shall include the following described property: 12 Lots 1 to 32 Block 625 Plat of Everett. 13 � The cost of construction of sewer shall be apportioned 14 against the lots in this block as follows: Five percent (50) shailbe 15 assessed against the lots facing on Wetmore Avenue. ( An equal amount 16 against each lot ) and ninety five per cent (95%) against the lots 17 facing on Colby Avenue ( an equal amount to each lot ) .
