Y ORDINANCE NO. 2389-99 AN ORDINANCE amending the Zoning Map of the City of Everett as provided by Ordinance No. 1671-89 as amended (Title 19, Everett Municipal Code) rezoning the area generally described as Parcel I of the Southern boundary of the Everett Mall Property, and consisting of that portion of the Northwest quarter of the Northeast quarter of Section 19, Township 28 north, Range 5 East, W.M. and superceding Ordinance No. 766-81. Whereas, the City Council finds that on January 22, 1999 and March 25, 1999, the City of Everett's Land Use Hearing Examiner held public hearings regarding a proposed rezone of the above referenced property from C-1 with contract to a straight C-1 zone; and Whereas, the Hearing Examiner based upon testimony and information presented at the public hearings recommends the rezone of the subject property from C-1 with contract to a straight C-1 zone; and Whereas, the City Council finds that the best interests of the health, safety and welfare of the citizens of Everett will be met by this rezone; and Whereas, the City Council finds that the hereinafter described property should be rezoned to C-1, General Commercial; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That the City Council does hereby find that the zoning change hereinafter set forth is consistent with the applicable provisions of the Everett General Plan; bears a substantial relation to the public health, safety and welfare; and promotes the best long term interests of the Everett community. Section 2: That the Zoning Map of the City of Everett, as established by Ordinance No. 1671-89 as amended (Title 19, Everett Municipal Code), is hereby amended from C-1 with contract to C-1, General Commercial, for the following described property: PARCEL 1: That portion of the Northwest quarter of the Northeast quarter of Section 19, Township 28 North, Range 5 East, W.M., described as follows:
