CITY OF EVERETT WEST MARINE VIEW DRIVE/ALVERSON AND 41 ST ST/GRAND AVE <br />PEDESTRIAN IMPROVEMENTS <br />STATE FUND# HLP-PB15(032) <br />WO #3630 July 25, 2024 <br />24 <br />1 1-07.4(2).GR1 <br />2 Health Hazards <br />3 <br />4 1-07.4(2).INST1.GR1 <br />5 Section 1-07.4(2) is revised to read: <br />6 <br />7 COE 1-07.4(2).OPT1.FR1.RTF <br />8 (August 7, 2017) <br />9 This project site is known to be occupied by transients and therefore contains <br />10 biological hazards and associated physical hazards. These may include, but not be <br />11 limited to violent and dangerous individuals, hypodermic needles, garbage, broken <br />12 glass, human and animal excrement, drug paraphernalia, and other hazards. <br />13 <br />14 The Contractor shall take precautions and perform any necessary Work required to <br />15 provide and maintain a safe and healthful jobsite for all workers and the public for the <br />16 duration of the project in accordance with all applicable laws and contract <br />17 requirements. <br />18 <br />19 The Contractor shall ensure that the public, including persons who may be non- <br />20 English speaking or those who may not be able to recognize potential safety and <br />21 health hazards within the project area, are not harmed by the Contractors activities. <br />22 <br />23 Nothing required by this Specification shall operate as a waiver of the Contractors <br />24 responsibility for taking all steps necessary to ensure the safety of the public under <br />25 Section 1-07.23 or responsibility for liability and damages under Section 1-07.14 or <br />26 for any other responsibility under the Contract or as may be required by law. <br />27 <br />28 Health and Safety Plan <br />29 The Contractor shall prepare a written Health and Safety Plan. The plan shall be <br />30 prepared under the supervision of a certified industrial hygienist and shall <br />31 incorporate all required County, State, and Federal health and safety provisions. <br />32 The plan shall include requirements of the Federal Occupational Safety and <br />33 Health Act of 1970 (OSHA), all amendments, and all other applicable health <br />34 regulations. <br />35 <br />36 Preparation of the Health and Safety Plan shall include an initial site assessment <br />37 by the industrial hygienist. The plan shall break initial cleanup of the project into <br />38 identifiable construction areas. The plan shall be submitted to the Engineer prior <br />39 to commencing cleanup Work. At least one copy of the plan shall be posted at <br />40 the work site while cleanup Work is in progress. The industrial hygienist shall <br />41 perform one or more follow-up site assessments as needed to approve the site <br />42 following completion of the initial site cleanup. <br />43 <br />44 Public Notification <br />45 The Contractor shall furnish and install the No Trespassing signs shown in the <br />46 Plans at locations staked by the Engineer at least 72 hours prior to performing <br />47 site cleanup or any potentially hazardous Work (such as clearing or operating <br />48 equipment). <br />49 <br />50 At the same time that No Trespassing signs are posted, provide written <br />51 notification of the following to the Engineer and to the chief law enforcement <br />52 officer of the local governmental entity where the Work will occur:
