CITY OF EVERETT WEST MARINE VIEW DRIVE/ALVERSON AND 41 ST ST/GRAND AVE <br />PEDESTRIAN IMPROVEMENTS <br />STATE FUND# HLP-PB15(032) <br />WO #3630 July 25, 2024 <br />70 <br />1 For each lot of material falling outside the tolerance limits in 5-04.3(9), the Contracting <br />2 Agency will determine a Composite Pay Factor (CPF) using the following price adjustment <br />3 factors: <br />4 <br />Table of Price Adjustment Factors <br />Constituent Factor <br />f <br />All aggregate passing: ]a( a( \a( ]a( _a and <br />No.4 sieves <br />2 <br />All aggregate passing No. 8 sieve 15 <br />All aggregate passing No. 200 sieve 20 <br />Asphalt binder 40 <br />Air Voids (Va) (where applicable)20 <br />5 <br />6 Each lot of HMA produced under Nonstatistical Evaluation and having all constituents <br />7 falling within the tolerance limits of the job mix formula shall be accepted at the unit <br />8 Contract price with no further evaluation. When one or more constituents fall outside the <br />9 nonstatistical tolerance limits in the Job Mix Formula shown in Table of Price Adjustment <br />10 Factors, the lot shall be evaluated in accordance with Section 1-06.2 to determine the <br />11 appropriate CPF. The nonstatistical tolerance limits will be used in the calculation of the <br />12 CPF and the maximum CPF shall be 1.00. When less than three sublots exist, backup <br />13 samples of the existing sublots or samples from the Roadway shall be tested to provide a <br />14 minimum of three sets of results for evaluation. <br />15 <br />16 5-04.3(9)C5 Vacant <br />17 <br />18 5-04.3(9)C6 Mixture Nonstatistical Evaluation Price Adjustments <br />19 For each lot of HMA mix produced under Nonstatistical Evaluation when the calculated <br />20 CPF is less than 1.00, a Nonconforming Mix Factor (NCMF) will be determined. The <br />21 NCMF equals the algebraic difference of CPF minus 1.00 multiplied by 60 percent. The <br />22 total job mix compliance price adjustment will be calculated as the product of the NCMF, <br />23 the quantity of HMA in the lot in tons, and the unit Contract price per ton of mix. <br />24 <br />25 If a constituent is not measured in accordance with these Specifications, 4+5X43<4B4<%9& pay <br />26 factor will be considered 1.00 in calculating the Composite 9'X98+1*X") <br />27 <br />28 5-04.3(9)C7 Mixture Nonstatistical Evaluation - Retests <br />29 The Contractor may request a sublot be retested. To request a retest, the Contractor shall <br />30 submit a written request within 7 calendar days after the specific test results have been <br />31 received. A split of the original acceptance sample will be retested. The split of the sample <br />32 will not be tested with the same tester that ran the original acceptance test. The sample <br />33 will be tested for a complete gradation analysis, asphalt binder content, and, at the option <br />34 of the agency, Va. The results of the retest will be used for the acceptance of the HMA in <br />35 place of the original sublot sample test results. The cost of testing will be deducted from <br />36 any monies due or that may come due the Contractor under the Contract at the rate of <br />37 $500 per sample.
