CITY OF EVERETT WEST MARINE VIEW DRIVE/ALVERSON AND 41 ST ST/GRAND AVE <br />PEDESTRIAN IMPROVEMENTS <br />STATE FUND# HLP-PB15(032) <br />WO #3630 July 25, 2024 <br />78 <br />1 loop installation. See Section 8-20 of the Specifications for details on loop installation and <br />2 payment. <br />3 <br />4 Planing shall be performed in such a manner that the underlying pavement is not torn, <br />5 broken, or otherwise damaged by the planing operation. The surface of the underlying <br />6 pavement shall be slightly grooved or roughened sufficiently to ensure a bond when <br />7 overlaid. All areas to be ground shall be completed with a grinder. The use of other <br />8 methods must be approved by the Engineer. <br />9 <br />10 If, after planing a thin veneer layer remains, the contractor shall replane the roadway as <br />11 directed by the Engineer, paid under Additional Planing Bituminous Pavement. The <br />12 Contractor shall adjust their schedule at no additional cost to the owner. <br />13 <br />14 The planings shall become the property of the Contractor and shall be removed from the <br />15 right-of-way. The planings may be utilized as RAP, within the requirements of Section 5- <br />16 04.2 or 9-03.21. The Contractor shall immediately dispose of all other debris resulting <br />17 from the planing operation in a Contractor-provided site off the right-of-way. <br />18 <br />19 Immediately after grinding, the Contractor shall construct an asphalt transition (temporary <br />20 paper joints or ramps), on all traveled ways, wheel chair ramps, and exposed manholes, <br />21 inlets, catch basins, monuments, valve boxes, and other structures on the street, <br />22 regardless of depth in grinding. Asphalt transition must be removed prior to overlay. Cast <br />23 iron structures left higher than 2 must be removed and steel plates installed to protect the <br />24 opening and provide a suitable driving surface. <br />25 <br />26 Sweeping of roadway surface shall immediately follow all grinding. Sweeping of roadway <br />27 surface is required prior to tack placement and paving. <br />28 <br />29 The road shall be overlayed within 3 working days after planing operation for streets <br />30 without loops. On streets where loops will be replaced, the overlay shall be completed <br />31 within 8 working days after planing operation. <br />32 <br />33 Sweepers following the grinding work will not be paid separately, and is included in the <br />34 bid item Planing Bituminous Pavement (2 Deep), per square yard. <br />35 <br />36 For mainline planing operations, the equipment shall have automatic controls, with <br />37 sensors for either or both sides of the equipment. The controls shall be capable of <br />38 sensing the proper grade from an outside reference line, or a mat-referencing device. <br />39 The automatic controls shall also be capable of maintaining the desired transverse slope. <br />40 The transverse slope controller shall be capable of maintaining the mandrel at the desired <br />41 slope (expressed as a percentage) within plus or minus 0.1 percent. <br />42 <br />43 Pre-level course is not anticipated on any of the selected streets. If, however, after <br />44 plaining operations, drivability issues cannot be resolved with 2 overlay, pre-level will be <br />45 required as directed and paid for by HMA Class 1/2 PG 64-22, per ton. Contractor is <br />46 strongly encouraged to bid the work to cover their cost of pre-level operations. <br />47 <br />48 5-04.3(14)A Paving and Planing Under Traffic <br />49 <br />50 5-04.3(14)A1 General
