WHEREAS, during the five years following the adoption of Ordinance No. 1420-87, the City <br /> authorized a number of projects and real estate acquisitions which completed the expenditure of <br /> the $30,000,000 authorized in Ordinance No. 1420-87; and <br /> WHEREAS, in a December 27, 1990, news article, City representatives discussed the City's <br /> pending purchase of an old landfill and railroad site, commonly known as the Glacier Park <br /> Property, from Glacier Park, a Burlington Northern real estate subsidiary, for a $1,500,000 <br /> purchase price. The Mayor was quoted as follows: <br /> . . . the city doesn't have a designated plan for the property. "Everything is just <br /> sort of in the idea stage right now," the mayor said. "But it's a great piece of <br /> property as far as location." <br /> The mayor maintains that the land is a long term investment and critical for <br /> developing the waterfront; <br /> ; and <br /> WHEREAS, in January of 1991 and pursuant to an agreement dated October 31, 1990, the <br /> City utilized approximately $1,500,000 of the $30,000,000 CIP 1 fund to purchase portions of <br /> the Glacier Park Property; and <br /> WHEREAS, in November of 1991, the Mayor presented to the City Council an artistic <br /> rendition of his proposed multiple-use concepts for the Simpson Property, the Glacier Park <br /> Property and other Snohomish Riverfront properties; and <br /> WHEREAS, pursuant to an agreement dated January 15, 1992, the City utilized approximately <br /> $3,000,000 of the $30,000,000 authorized in CIP 1 to purchase real estate properties <br /> commonly known as the Simpson Property; and <br /> WHEREAS, a September 3, 1992, news article included the following information concerning <br /> the intentions of the Mayor and City Council concerning the Simpson Property. The article <br /> stated the Mayor: <br /> . . . is working on an undisclosed deal that apparently will at least partly <br /> determine how the Snohomish River waterfront site will be used. He said he <br /> plans to make an announcement next week. <br /> 2 • <br />
