He and several council members hinted that the site is being eyed for multiple <br /> uses, including public access, retail - commercial or even the site of the city's <br /> new museum. <br /> He said he's recently visited Portland, Ore., and other cities that have <br /> redeveloped river waterfront, bringing in a variety of uses to places where <br /> people congregate. <br /> He said his vision of Everett's future includes a thriving river area with public <br /> access and many business and public areas. <br /> ; and <br /> WHEREAS, in a September 4, 1992, news article, the Simpson Property was discussed. The <br /> article stated: ". . . the long-range mix of uses the mayor sees as a catalyst for redevelopment <br /> of Everett's river waterfront." The article quoted the Mayor: "We want to set the tone for <br /> potentially how the rest of the waterfront could develop at some time". . . <br /> ; and <br /> WHEREAS, in August of 1994, the City Council, in compliance with the Washington Growth <br /> Management Act, adopted its Comprehensive Plan which described the City's policies and <br /> vision for the Snohomish River waterfront as follows: <br /> Purpose. To provide an area for the development of a variety of public, <br /> recreation, commercial, industrial and residential development that effectively <br /> utilizes the unique features of the specific sites to incorporate civic and <br /> community redevelopment objectives. The intent is to bring significant <br /> redevelopment to the Snohomish Riverfront that is consistent with the City's <br /> land use vision and which incorporates substantial public access, attractive and <br /> high quality development of the waterfront and adjoining areas, public <br /> recreational features, and uses that allow a substantial number of people to enjoy <br /> the shoreline. <br /> Criteria for Designation. Areas located on the west side of the Snohomish <br /> River, south of the Highway 2 bridge, and which are not suited for a "non- <br /> urban" shoreline use environment. <br /> 3 <br />
