WHEREAS, in 1998, the City completed the purchase of approximately 300 acres of real <br /> estate approximately one mile south and east of the Simpson Property for parks and recreation <br /> purposes; and <br /> WHEREAS, in December of 1998, the City's Parks Department submitted to the City's <br /> Planning Department its application for the development of six Little League baseball and <br /> softball fields on the easterly portion of the 300 acre site; and <br /> WHEREAS, public comments on the Parks Department's application for ballfields have been <br /> received during the environmental review under SEPA and a public hearing before the City's <br /> Hearing Examiner on the Park Department's application is presently scheduled for July of <br /> 1999; and <br /> WHEREAS, the City Council authorized Mayor Hansen to sign a three-year agreement with <br /> the Everett Parks Foundation for fundraising services; and <br /> WHEREAS, the Parks Foundation has already raised hundreds of thousands of dollars to <br /> improve the City's parks and the Parks Foundation intends to continue raising funds for <br /> Everett's parks; and <br /> WHEREAS, the City Council is desirous of establishing a dedicated source of funds which <br /> can be available for a variety of parks capital needs, including but not limited to matching <br /> funds raised by the Parks Foundation and other private contributors, and grants from public <br /> agencies; and <br /> WHEREAS, in April of 1999, the City Council approved a six-year Comprehensive Plan for <br /> Everett's parks which identified needs for a variety of parks and recreational facilities <br /> throughout the City; and <br /> WHEREAS, the City Council is desirous of showing an increased financial commitment to the <br /> capital needs of the Parks Department by establishing and funding CIP 5 as a dedicated reserve <br /> account exclusively for the City's parks and recreational capital needs; and <br /> WHEREAS, the City Council has made no decisions concerning specific future uses of the <br /> available portions of the Simpson and Glacier Park properties but wishes to reaffirm the City <br /> Council's continuing intent to allow the possibility of an attractive and high quality variety of <br /> uses consistent with the applicable zoning, shorelines and environmental regulations, and site <br /> characteristics; and <br /> 5 <br />
