Exhibit A (Scope of Work) <br /> <br />PHASE 2: Legal Establishment <br />Establishment and Compliance: <br />• The Service Provider will draft the Chamber’s mission, objectives, and <br />governance policies for future board consideration and approval. <br />• The Service Provider will work with City staff and the Formation Committee to <br />determine the best course for the Chamber’s establishment, including <br />governance, fiscal management, programs, and operations. <br />• The Service Provider will draft a three-year operational and programmatic plan <br />for the Chamber for future board consideration and approval. <br />• The Service Provider will obtain a City of Everett Business License and register <br />the Chamber with the Washington State Department of Revenue for a Tax <br />Registration Number. <br />• The Service Provider will identify and secure any additional permits or licenses <br />required by Snohomish County or Washington State. <br />• The Service Provider will file for incorporation under Washington State’s <br />Nonprofit Corporation Act (RCW 24.03) and/or submit IRS Form 1024 to apply <br />for 501(c)(6) tax-exempt status. <br />• The Service Provider will draft bylaws and conflict of interest policies, ensuring <br />compliance with Washington State and federal law. <br /> <br />PHASE 3: Operational Setup <br />Initial Operational Setup: <br />• The Service Provider will set up financial accounts for the Chamber and develop <br />an initial three-year budget focused on startup costs, projected income, and <br />expenses for the first three years. <br />• The Service Provider will establish basic accounting and financial reporting <br />systems to comply with standard practices. <br />• The Service Provider will set up primary communication channels for the <br />Chamber, including a basic website, email, and social media presence (costs for <br />web development, design, domain, and associated services are not included in <br />this scope and are to be paid by the Chamber once established). <br />• The Service Provider will implement a Customer Relationship Management <br />(CRM) system to track member engagement and communications (CRM fees are <br />not included in this scope and are to be paid by the Chamber once established). <br />• The Service Provider will work with City and Board to locate and site the <br />Chamber in an office space suitable for initial launch, planning for future growth <br />and needs. <br />
