5. The manager shall dispose of animals held for the prescribed period without <br /> redemption or adoption only by means of euthanasia; provided, however, that irrespective of any <br /> prescribed holding period the manager, upon advice of a licensed veterinarian, may immediately <br /> dispose of any sick or injured impounded animal by euthanasia. <br /> 6. The decision of whether to release an animal to an individual for the purposes of <br /> adoption shall be discretionary with the manager of his/her designee. In making the determination <br /> the manager or his/her designee shall base his decision on what is in the best interest of the animal <br /> and what is in the best interest of public safety. Factors which shall be considered include, but are <br /> not limited to, the age of the individual requesting adoption, the premises where the animal will be <br /> kept, condition, size and/or temperament of the animal. Dogs which have been declared <br /> dangerous under the provisions of EMC Chapter 6.08 or RCW Chapter 16.08, or potentially <br /> dangerous under the provisions of EMC Chapter 6.08, will not be available for adoption. <br /> Section 8: Section 10 of Ordinance 1810-91 (EMC 6.04.100), which reads as follows: <br /> Fee schedule. <br /> A. Annual license fee for dogs shall be as follows: <br /> 1. Fertile Female or Male-Annual Fee. <br /> a. If licensed prior to March 2, twenty dollars; or within thirty days of <br /> licensability; <br /> b. If licensed after March 1st but prior to July 1st, twenty-five dollars; <br /> c. If licensed after June 30 and was not obligated to be licensed as of that <br /> date, the fee is ten dollars. Otherwise, the fee is twenty-five dollars. <br /> 2. Sexually Unreproductive. Lifetime, ten dollars. <br /> 3. Senior Citizen(sixty-five years or older). <br /> a. If licensed prior to March 2, five dollars; <br /> b. If licensed after March 1st, ten dollars. <br /> 4. Registered Working Dogs. No fee charged if the dog is registered with some <br /> agency for the purpose of helping the seeing- or hearing-impaired or helping the handicapped. <br /> B. License fee for cats shall be as follows: <br /> 1. Fertile Male or Female-Annual Fee. <br /> a. If licensed prior to March 2, five dollars; <br /> b. If licensed after March 1st, ten dollars; <br /> c. If licensed after June 30 and was not obligated to be licensed as of that <br /> date, the fee is two dollars and fifty cents. Otherwise the fee is ten dollars. <br /> 2. Sexually Unreproductive. Lifetime, ten dollars. <br /> C. Other License Fees. <br /> 1. Registration fee, two dollars; <br /> 2. License replacement for lost tags, two dollars. <br /> D. Facility License Fees. <br /> 1. Commercial kennel or cattery, twenty-five dollars; <br /> 2. Hobby/cattery kennel, ten dollars; <br /> 3. Private kennel or cattery, fifty dollars; additionally, city will provide at no cost up <br /> to a maximum of four individual licenses. <br /> 20 <br />
