The only other redline I have on the plans from the other reviewers was to note on sheet L4.0, Utility
Notes 19, 21 and 22 that the service line, tap and water meter are to be installed by City of Everett
Crews under separate Utility Permit.
Thad Newport
Associate Engineer I Permit Services
425.257.8810, Option 6 1 3200 Cedar Street, 2 d Floor, Everett, WA 98201
Phone Hours: M/W/Th: 8 a.m.—12 p.m & 1 p.m.—3 p.m.
everettwa.gov I Facebook I Twitter
COVID-19 Update: Please reference our website& online resources for updates to our service
during the COVID-19 pandemic. We are currently experiencing a higher volume of calls and
emails and have limited staff available to respond. Your patience is appreciated as we respond
in the order received.
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant
to the Public Records Act.
From: Amie Roshak<ARoshak@everettwa.gov>
Sent: Wednesday,April 1, 2020 9:50 AM
To:Tom Hood <THood@everettwa.gov>; Sabrina Fandler<SFandler@everettwa.gov>
Subject: Emma Yule Park Surface Water Review
Sabrina &Tom,
See below for my comments on surface water review for the Emma Yule Park. There are a couple follow
up questions that need further discussion (rubber surface material, treatment requirements, flow from
offsite..), but I wanted to get these comments to Tom.
Plans Review:
Plan sheet L4.0: Grading Drainage and Utility plan
The Ecology manual guidelines for site suitability criteria state that an infiltration facility should be a
minimum of 100 feet upslope from any building structure foundation (SCC1 V5, Ch5.6). The infiltration
facility appears to be only 80 ft from the YMCA building and 40 feet from the potential future YMCA
addition. The Geotech Report recommended foundation drains and blanket drains full height for the
wall of the structure. There was no recommendation in the report on setbacks, consult with AESI on
building setback requirement (if any) for infiltration on this specific project. Parks to follow up with AESI
The infiltration facility appears to be approximately 465 feet from a medium level landslide/erosion area
and 550 feet from a high level erosion hazard area, this meets City setback requirements. The
geotechnical engineer also conducted a slope stability analysis for the YMCA project, confirm with AESI if
the analysis included infiltration from the park. Parks to follow up with AESI
The 9,971 sf rubberized surfacing is considered by Dept. of Ecology to be a pollution generating
surface. Treatment will be required for flows from the rubber surface to the infiltration facility(provide
treatment unit immediately upstream of infiltration facility). Had meeting with Erik Emerson on
this. Concluded that surface meets pervious pavement criteria. Therefore adding 6" runoff treatment
gravel layer per Std. Dwg. 430.
