r'Z*44tr.;" <br /> . <br /> ORDINANCE NO. 2397-99 <br /> An Ordinance Amending the Zoning Code (EMC Title 19), Including its Format and <br /> Related Zoning Regulations, and Amending, Repealing and <br /> Superseding the Ordinances as Provided Herein. <br /> WHEREAS, the City Council finds: <br /> 1. The City of Everett adopted Ordinance #1671-89, establishing a new Zoning Code, <br /> which became effective January 13, 1990; and <br /> 2. The Zoning Code established by Ordinance #1671-89 uses a graphic format referred to <br /> as Use-Standards Tables to communicate a significant portion of the development <br /> regulations for each land use zoning district; and <br /> 3. The use of the Zoning Code could be simplified by a revision to the graphic format <br /> used to communicate development regulations; and <br /> 4. Additional changes to the Zoning Code related to the change in the format are <br /> required to make the code internally consistent; and <br /> 5. New definitions are needed for some of the existing and proposed new terms used in <br /> the Zoning Code; and <br /> 6. There are a variety of other revisions that have been recommended by the Planning <br /> Commission to clarify existing provisions of the Zoning Code; and <br /> 7. The Planning Commission has conducted public workshops and has recommended <br /> that the City Council approve revisions to the format of the Zoning Code and a number <br /> of other development regulations; and <br /> WHEREAS, the City Council concludes: <br /> 1. The proposed amendments will make the Zoning Code much easier to use for the <br /> public, Planning Commission, City Council, Hearing Examiner and City staff; and <br /> 2. The proposed change in the format will substantially reduce the number of pages <br /> contained in the Zoning Code without sacrificing the quality of the City's <br /> development standards or review processes; and <br />
