The requirements for various utility, street, sidewalk and other site improvements are regulated by the City's Design and Construction Standards and Specifications. F. Billboards. The City's Billboard regulations apply to off-premise advertising structures. Section 13: Section 4.020 of Ordinance No. 1671-89, as amended by Section 1 of Ordinance No. 1729-90, Sections 1-3 of Ordinance No. 1770-91, Section 1 of Ordinance No. 1793-91, Sections 27-87 of Ordinance No. 1838-91, Sections 2-3 Ordinance No. 1847-92, Section 1 of Ordinance No. 1864-92, Sections 1-2 of Ordinance No. 1978-93, Section 1 of Ordinance No. 2076-95, Section 1 of Ordinance No. 2106-95, Section 2 of Ordinance No. 2111-95, and Section 1 of Ordinance No. 2290-98, (EMC 19.04.020), is amended by the addition of the following terms and definitions: "Above ground utility and communications facility, minor" means fire hydrants; amateur radio antennas or towers and television reception dishes or antennas for private residential use regulated by Section 39.040 (EMC 19.39.040); utility poles carrying electrical transmission lines with 55,000 volts or less of electrical power; pad mounted switches and transformers; telephone or television cables; utility structures less than 4 feet in height above grade, minor above ground equipment associated with underground utility facilities, or other such similar facilities as determined by the Planning Director. This term shall not apply to equipment and vehicle storage yards, offices and buildings used to support the operations of utility or communication service providers. "Accessory Dwelling Unit" - see "Dwelling unit, accessory." "Aggregates extraction and related manufacturing" means the mining and processing of sand and gravel resources and closely related manufacturing such as concrete or asphalt batch plants, manufacturing of products using concrete or aggregate materials, storage and transport of mined or excavated materials, and other closely related uses accessory to aggregate extraction activities. "Agricultural industries"means industrial processing of agricultural products, excluding breweries or wineries. "Aircraft assembly" means the assembly of aircraft components into finished aircraft or the repair, service or maintenance of aircraft, including engine testing,test flights, and major overhaul or rebuilding. "Aircraft landing facilities" means airports, landing fields, helipads, or seaplane landing facilities and terminals for the accommodation of passengers and/or cargo carried by means of air transport.
