E. Off-Street Parking. <br /> 1. The required off-street parking spaces listed in the use-standards table indicates the <br /> parking requirement for new buildings or additions to an existing building. As an <br /> alternative to the off-street parking standards contained in the use-standards table for the <br /> B-3 zone, an applicant may propose an alternative parking standard which shall be <br /> reviewed by the planning director in accordance with Section 34.030. <br /> 2. Exceptions. <br /> a. Existing buildings which were built prior to zoning regulations or under a prior <br /> zoning code shall be permitted to be occupied without providing the additional <br /> off-street parking required by the use-standards table for the B-3 zone. <br /> b. When an expansion of an existing building is proposed which adds the lesser of <br /> ten percent of the gross floor area that existed as of January 13, 1990, or one <br /> thousand square feet, no additional off-street parking shall be required for the new <br /> portion of the building. <br /> F. The provisions of subsections A, C and D of this section may be modified by the <br /> planning director or planning commission, if the applicant proposes an alternative method <br /> of design which achieves a result which is equivalent or superior to that which could be <br /> achieved through strict compliance with the provisions of subsections A, C or D of this <br /> section. Any proposal which contains more than fifty thousand square feet gross floor <br /> area which proposes an alternative method of design shall be reviewed by the planning <br /> commission, using Review Process V.B. Any proposal which contains fifty thousand <br /> square feet or less gross floor area which proposes an alternative method of design shall <br /> be reviewed by the planning director using Review Process II.B. In considering an <br /> alternative method of design,the city shall place considerable emphasis upon the design <br /> review criteria for the B-3 zone contained in Section 22.030. In approving an alternative <br /> method of design,the city shall make written findings which state: <br /> 1. The reason that the alternative method of design meets the intent of the standards for <br /> which an alternative design method has been proposed; and <br /> 2. How the proposed alternative method of design results in a design which is equivalent or <br /> superior to that which is required by the provisions of subsection A, C or D of this <br /> section. <br /> G. Pedestrian Skybridges. Skybridges or pedestrian walkways which are elevated above <br /> grade and cross a public street or alley right-of-way shall be prohibited in areas <br /> designated as pedestrian-oriented street frontage by map no. 28-4, and may only be <br /> permitted outside the areas designated by map no. 28-4 when approved by the planning <br /> director, using Review Process II.B after consultation with and approval by the city <br /> engineer. <br /> is hereby amended to read as follows: <br /> 22.020 Development Standards in the B-3 Zone. In addition to the development <br /> standards contained in Table 6.1 of this Title,the following development standards apply <br /> to uses hereafter established in the B-3 zone. <br />
