A. Required Setbacks. There shall be no minimum setbacks in the B-3 Zone. However,no <br /> portion of a setback area located between a building and the public sidewalk shall be permitted to <br /> be used for off-street parking. <br /> B. Height of Building or Structure. Buildings located within the B-3 Zone shall be permitted <br /> to have a height no greater than indicated on Map No. 22-1. Building height in the B-3 Zone is <br /> measured as the height above the highest point of any public sidewalk immediately contiguous to <br /> the lot upon which the building is proposed to be located. <br /> C. Building Facades. All new or remodeled buildings abutting the sidewalk in the B-3 zone <br /> shall be subject to the following requirements for those portions of the building between two feet <br /> and eight feet above the sidewalk. When building facades are proposed to be renovated,the <br /> following standards shall apply for those portions of the building between two feet and eight feet <br /> above the sidewalk. <br /> 1. Any portion of a facade which is not transparent shall be considered to be a blank <br /> facade. Clear or lightly tinted glass in windows, doors, and display windows shall be <br /> considered transparent. Transparent areas shall allow views into the structure or into <br /> display windows from the outside. <br /> 2. The total of all blank facade segments shall not exceed 40 percent of the length of <br /> the facade of the building. <br /> 3. The provisions of this section may be modified by the Planning Director if the <br /> applicant proposes an alternative method of design which provides a pedestrian friendly <br /> treatment of the facade which is equivalent or superior to that which would be achieved <br /> through strict compliance with the provisions of this section, or where the slope of the <br /> sidewalk would render the requirements of this section ineffective. <br /> D. Parking Lot Design Requirements. The following requirements shall apply to parking lots <br /> located in the B-3 zone: <br /> 1. The parking lot shall be separated from the public sidewalk by a landscape planter <br /> located outside of the public right-of-way which is a minimum of five feet wide <br /> (measured as specified in EMC 19.35.060.A) and contained within a planter bed raised a <br /> minimum of 6 inches above the abutting parking lot surface. Landscape areas shall be <br /> irrigated and maintained in accordance with EMC 19.35.130. <br /> 2. The planter shall be planted with shrubs which are maintained at a minimum <br /> height of 24 inches and a maximum height of 30 inches above the abutting parking lot <br /> surface, spaced at 5 feet on center. Deciduous trees as specified by the Planning Director <br /> shall be planted in the planter spaced at not more than 20 feet on center. The spacing of <br /> trees may be modified by the Planning Director if the type of trees planted will be of a <br /> size which, at maturity, requires a greater spacing. <br />
