CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />3rd Ave Water Quality Facility Division 7 – STORM, SEWER, WATER September 12, 2024 <br />WO No. – UP 3775 SP – 189 <br />Unless Engineer directs otherwise, provide Controlled Density Fill for fill above the <br />pipe zone for water main construction that is perpendicular to the travel lane in <br />paved street sections. <br />The Engineer may authorize the use of Gravel Borrow or suitable native material in <br />non-paved areas. <br />7-09.3(13) Handling of Pipe <br />Supplement 7-09.3(13) by adding the following: <br />Supply water main pipe having ends plugged by manufacturer immediately after <br />manufacturing to eliminate debris entrance into the pipe during shipping and <br />storage. Leave plugs in place until installing pipe in trench. Failure to supply the <br />debris plugs or to maintain the debris plugs until pipe installation may be cause for <br />City to reject the pipe or require Contractor to disinfect the pipe in accordance with <br />AWWA C651 and as witnessed by City Water Quality personnel prior to installation. <br />7-09.3(19) Connections <br />7-09.3(19)A Connections to Existing Mains <br />Delete the last paragraph in 7-09.3(19)A and substitute the following: <br />Only City Utilities Department personnel may make connections to existing <br />water mains after successful pressure testing, disinfection and flushing. <br />Schedule arrangements with the City Utilities Department a minimum of five <br />business days in advance of making connections to the existing water main. <br />Assemble necessary materials, equipment, and labor necessary to properly <br />complete the Work prior to beginning the connection. <br />Provide traffic control and expose the water main at the connection allowing <br />sufficient room for COE forces to make connection, expose the water main at <br />the connection, including properly shoring and sheeting the excavation in <br />accordance with requirements of WISHA, RCW 49.17 including WAC 296-155. <br />Should City personnel determine the excavation and shoring and sheeting do <br />not meet the requirements of WISHA, RCW 49.17, including WAC 296-155, <br />City personnel will notify Contractor to make necessary modifications to bring <br />the excavation and shoring into compliance prior to City personnel entering the <br />trench. <br />Repair damage to existing pipe caused by the Contractor’s operations at <br />Contractor’s expense. <br />Proceed continuously once Work is started on a connection without interruption <br />and as rapidly as possible until completed. City will not permit shutoff of mains <br />overnight, over weekends, or on holidays. <br />Notify COE water customers affected by water shut off if the connection to the <br />existing system involves turning off the water. Provide a minimum of 48-hours <br />prior notice. The Engineer will advise which property owners to notify. <br />Depending upon the number of water customers affected by a shut-off, <br />Contractor may need to perform the connection during times other than normal <br />working hours. Do NOT operate valves on the existing system. Only City <br />Utilities Department personnel may operate water system valves. <br />Refer to 7-12.3 of these Special Provisions for tapping assembly connections, <br />if any. <br />7-09.3(21) Thrust Blocking <br />Revise the first sentence of the first paragraph to read as follows: <br />Place concrete thrust blocking, as noted on the Plans and described in these <br />Special Provisions, at bends where new ductile iron pipe connects to existing cast <br />iron pipe.
