11.1 <br /> CITY OF EVERETT <br /> EVERETT Community, Planning, & Economic Development Department <br /> WASHINGTON Planning Division <br /> PLANNING DIRECTOR DECISION AND PLANNED ACTION DETERMINATION <br /> Project Name: Underwood Gartland 64 <br /> Permit File Number(s): REVI20-036, REV120-037, REVI20-038 <br /> Applicant: Underwood Gartland 64 LLC <br /> Project Location: 815 Sievers-Duecy Blvd., Everett, WA <br /> Project Description: New 26,725 square-foot concrete tilt-up building, intended for light manufacturing <br /> facility. <br /> REVI20-036:SW Everett/Paine Field Subarea Planned Action <br /> City of Everett Ordinance 2213-97 Section 3.D grants authority to the Planning Director to designate a <br /> project as a planned action. <br /> REVI20-037: Landscape Modification <br /> EMC 19.35.070 grants authority to the Planning Director to modify landscaping requirements. <br /> REVI20-038: Design Review <br /> EMC 15.16.050 grants authority to the Planning Director to review projects subject to design guideline <br /> approvals. <br /> Agencies with Jurisdiction <br /> • City of Everett <br /> • Department of Ecology <br /> Decision and Determination:The City of Everett Planning Director grants APPROVAL for the proposed <br /> design under EMC 15.16.050.A.7, PARTIAL APPROVAL for the proposed landscape modifications under <br /> EMC 15.16.050.A.14, and has determined that the proposed project IS a Planned Action pursuant to <br /> RCW 43.21C.031(2)(a) and City of Everett Ordinance No. 2213-97, based on the following: <br /> • The project is located within the boundaries of the Southwest Everett Subarea Plan. <br /> • The zoning designation of the property upon which the project is proposed is consistent with those <br /> designations analyzed in the Southwest Everett/Paine Field Subarea Plan and EIS, December 1996. <br /> • The proposed use is consistent with the uses and intensities allowed in the City's development <br /> regulations and is listed as a use analyzed in the final EIS,Tables 3.1 1 and 3.1-2. <br /> • The project is a use that implements the Subarea Plan and the project's significant environmental <br /> impacts have been adequately addressed in the SW Everett/Paine Field Subarea Plan EIS. <br /> • The project's significant adverse environmental impacts will be mitigated through the application of <br /> the mitigation decision document.
