(SEPA Earth and Water Policies) <br /> 3.3.10. Grading/filling on-site shall not adversely affect adjoining sites. (SEPA Earth and Water Policies) <br /> SECTION 4: SURFACE/GROUNDWATER, PLANTS AND ANIMALS <br /> 4.3.2.7. Exotic invasive species must be controlled. English ivy (Hedera helix)shall not be planted in the <br /> Subarea. Properties must be maintained to eliminate Scot's broom and other invasive species. (SEPA <br /> Plant and Animal and Land and Shoreline Use Policies) <br /> 4.3.5.1. Developments with hazardous materials on-site, including fuel tanks, must comply with all <br /> applicable local, state and federal requirements. All developments using toxic or hazardous materials <br /> must incorporate facilities and procedures for the safe handling and effective monitoring of toxic or <br /> hazardous materials, which include spill entrapment,training, and special handling,thus reducing the <br /> potential for release of hazardous or toxic materials to the groundwater system. These <br /> areas must be well away from all drainage courses. (SEPA Water, Plant and Animal and Land and <br /> Shoreline Use Policies) <br /> 4.3.5.3.Application of fungicides, herbicides, insecticides, and fertilizers is prohibited on all sites from <br /> January through April when soils are frequently saturated and storm events generate substantial runoff. <br /> (SEPA Water, Plant and Animal and Land and Shoreline Use Policies) <br /> 4.3.5.4.All storm drains must be stenciled with language similar to the following: "Dump No Waste, <br /> Drains to (Stream/Wetland/Groundwater)." This reminder is typically spray-painted on to the ground <br /> adjacent to the catch basin with the use of a stencil. The treatment needs to be repeated, <br /> approximately annually, when the paint wears off. The developer/owner may either perform the <br /> stenciling, or give permission for volunteer groups to enter onto the property and perform the <br /> stenciling. (SEPA Water, Plant and Animal, and Land and Shoreline Use Policies) <br /> 4.3.5.5. During construction activities, all spills must be contained and removed in such manner as to <br /> prevent their entering the waters and soils of the state. Cleanup of spills shall take precedence over <br /> other work on-site. (SEPA Water, Plant and Animal, and Land and Shoreline Use Policies) <br /> 4.3.5.9. Sites that use firefighting foam (AFFF) must construct containment systems for an acceptable <br /> ratio of potentially released foam and solution. The acceptable ratio shall be determined by the <br /> Responsible Official in consultation with the Department of Ecology and Public Works Department. The <br /> solution can then be metered out at a rate that would not impact wastewater treatment plants or <br /> aquatic insects.
