Page 40 of 59 <br />City of Everett Merrill & Ring Bridge Replacement <br />x Order title updates/date downs at time of settlement to update and finalize title review <br />summaries. <br />11.3 – Appraisal and Appraisal Review Coordination <br />x Manage and coordinate with Right of Way Team sub-consultants to prepare the appraisal <br />and appraisal reviews; <br />x QA/QC appraisals and appraisal reviews upon receipt, and coordinate with sub- <br />consultants for any updates/edits; <br />x Deliver appraisals and apraisal reviews to the City for review; and <br />x Coordinate the development of Determination of Value/Just Compensation approved by <br />the City. <br />11.4 – Negotiations, Administrative Settlements, and QA/QC <br />x Project file set-up; <br />x Review of all valuation and compensation data, title encumbrances, plans, legal <br />descriptions, exhibits and other pertinent materials; <br />x QA/QC of all documents, tasks, and processes before, during, and after acquisition <br />process; <br />x Prepare, deliver, and present offer packages; <br />x Negotiate settlements, and draft justification memos when necessary; <br />x Clear encroachments to comply with federal and state requirements; <br />x Refer files to condemnation when appropriate and prepare/deliver condemnation <br />packages; and <br />x Additionally, support preparation of condemnation ordinance(s) when required. <br />11.5 – Relocation Services <br />x Prepare a relocation plan; <br />x Interview displacees for completion of Occupancy Surveys and determination of <br />eligibility; <br />x Coordinate with Property Owners to be displaced and any tenant-displacees, if <br />applicable; <br />x Prepare and present required notices and other documentation for displacees; <br />x Prepare Housing Comparison Worksheets; <br />x Engage services of commercial movers and prepare move bid documentation; <br />x Conduct decent, safe and sanitary inspections of replacement sites; <br />x Conduct vacate inspections at displacement sites; <br />x Coordinate payments to displacees; and <br />x Provide on-going advisory services to displacees in compliance with URA and WSDOT <br />requirements. <br />11.6 – Project and File Close-out
