Page 39 of 59 <br /> <br />City of Everett Merrill & Ring Bridge Replacement <br /> <br />WORK ELEMENT 11 RIGHT OF WAY SUPPORT <br /> <br />This work element is performed by Commonstreet to provide Right-of-way services. <br />This project will involve the demolition and replacement of the bridge over the Merrill & Ring <br />Creek on Mukilteo Boulevard, in Everett, Washington. The fee proposal provided herein are <br />based upon an assumption of potential ROW impacts assuming up to seven (7) partial fee <br />acquisitions, two (2) full fee acquisitions resulting in two (2) residential relocations for a total of <br />nine (9) impacted parcels. It is understood Temporary and Permanent Easements, if any, will be <br />determined at a later date, and it is assumed they will apply only to the nine (9) impacted parcels. <br />It is understood that any change in scope will require an amendment in scope and fee. All ROW <br />activities will comply with the Uniform Relocation Assistance and Real Property Acquisition <br />Policies Act (URA), WSDOT Local Agency Guidelines and ROW manuals, and the City’s <br />WSDOT Approved ROW Procedures. This is a total amount not to exceed (NTE) budget and <br />allocation between subtasks is for reference only and does not constitute separate budgets for <br />each subtask. Full scope of services are listed by subtask below. <br /> <br />11.1 – ROW Project Management and Administration <br />x Prepare for and attend open-houses, council meetings, and/or early design coordination <br />meetings as requested by David Evans and Associates, Inc. and/or the City. <br />x Provide pre-acquisition services as requested by the City or project team to support early <br />design development; <br />x Respond to inquiries and needs identified by David Evans and Associates, Inc., the City, <br />and/or Project Stakeholders; <br />x Oversight of preliminary ROW activities to comply with URA and WSDOT <br />requirements; <br />x Create state and federal compliant project file; <br />x Develop, provide oversight, and execute the ROW program in compliance with state law, <br />URA and WSDOT requirements; <br />x Review and comply with the City’s approved Right of Way Procedures; <br />x Coordinate title reviews; <br />x Coordinate spot-check and Relocation plan reviews with WSDOT for approval to initiate <br />ROW; <br />x Provide written/oral status updates on right of way activities; and <br />x Maintain quality control/quality assurance (QA/QC) protocols in the execution of the <br />right of way tasks. <br />11.2 – Title Review and Conveyance Documents Drafts <br />x Order and review PTRs for each parcel; <br />x Identify each exception and document in a title review summary; <br />x Once a parcel’s title interest has been reviewed, identify methods of clearance per City <br />direction; and
