VII 1 Section 9 : If, at the election held, as provided in this ord- 2 inance, a majority of the qualified voters of the city of Everett 3 voting at said election upon the proposition hereinbefore in this 4 ordinance set forth, shall vote in favor of said proposition there- 5 upon the system or plan for the acquisition, maintenance, and oper- 6 ation of an electric light, heat, fuel and power system for the 7 purpose of supplying the city of Everett and the inhabitants thereof 8 with electrical energy for light, heat , fuel and power purposes, 9 public and private, as the same is set out and described in Section 10 2 of this ordinance and that the city of Everett pay for the same by 11 the issuance of special light and power revenue fund bonds, all as 12 provided in Section 4 of this ordinance, shall be and become adopted 13 by the city of Everett . 14 Section 10 : That if said proposition, as hereinbefore set forth, 15 be adopted and ratified by the voters of the city of Everett, - the 16 city council of the city of Everett is hereby authorized and empower- 17 ed to enter into negotiations with the Puget Sound International 18 Railway and Power Company, a corporation, and all persons, associa- 19 tions, and corporations having any right , interest, or estate in the 20 said electric light and power system now used in the city of Everett, 21 and in the event the said city council shall fail to agree with said 22 corporations, persons, or associations upon a price to be paid there- 23 for, the said city council is hereby authorized and empowered to 24 institute such proceedings as may be necessary to acquire said light 25 and power system by condemnation and thereafter, whenever by said 26 council deemed advisable, proceed to acquire by purchase, condemna- 27 tion, or construction, all such hydro-electric plants, steam power 28 plants, transmission lines, rights-of-way, lands, or water rights as 29 may be necessary or convenient to fully carry into effect the nur- 30 poses of this ordinance, or enter into contract for the purchase of 31 electricity for distribution in said plant . -.12-
